Kyrgyzstan's incumbent President Roza Otunbayeva recently announced that an agreement between Kyrgyzstan and the United States that The US military base Manas will stay in Kyrgyzstan till the year 2014, news agencies reported. She also commended President Elect Almazbek Atambayev’s idea that the base should be used a transit centre.

Independent MEP Nikki Sinclaire has just returned from a visit to Afghanistan, where she visited British forces at Camp Bastion and was briefed by ISAF officers. The visit was organised by the RAF Parliamentary scheme.

There has been a marked improvement over the last year and the main role of the forces now is to build up the infrastructure, so that when the bulk of the forces depart in 2014, the Afghan nation can sustain itself.

On the sidelines, China, Iran, and Russia look to Afghanistan for opportunities to help themselves, and crimp the United States. The Americans, meanwhile, are preparing to retreat from a decade of war in the Afghan hills and valleys.

The European Commission has announced an additional €1.5 million aid for the victims of Afghanistan's drought.

The European Commission has announced an additional €1.5 million in aid for the victims of Afghanistan's drought.

The funds will provide food for around 72,000 drought victims in northern Afghanistan, and the Commission will channel the aid through humanitarian partners and cash transfers.

“The drought is taking a heavy toll in northern Afghanistan, where the affected communities are already weakened due to conflict, insecurity and under-development,” said Humanitarian Aid Commissioner Kristalina Georgieva.

Afghanistan President Hamid Karzai told his nation's tribal leaders on 16 November that he will establish barriers to NATO and US troops currently in his country.

Karzai praised NATO's decision to remove combat troops by 2014 calling it “good for Afghans”, but further warned against a continued long-term US and NATO presence.

“We want our sovereignty from today. Our relations should be between two independent countries,” Karzai said.

The Qurghon Teppa city court sentenced Captain Vladimir Sadovnichiy (Russian national) and Captain Aleksey Rudenko (EstoniaN NATIONAL), working for Rolkan Investments Limited which is domiciled in the British Virgin Islands, to 10½ years in prison.  The pilots were detained on charges of violation of international air carriage regulations, smuggling and illegally crossing borders.

Within the framework of the trilateral summit in Afghanistan, Pakistan’s President Asif Ali Zardari and his Turkish counterpart Abdullah Gul held wide-ranging bilateral talks in Istanbul. In the course of talks, the sides agreed to finalise the currency swap agreement between the two countries, Zaman reported.

The currency swap agreement envisages that traders and entrepreneurs of both counties will trade in their respective currencies without drawing from their dollar based foreign exchange reserves, the president's spokesperson Farhatullah Babar said.

High risk of fraud and corruption necessitates stricter controls, says report.

The Budgetary Control Committee of the European Parliament found on 10 November that managing of the EU funds in Afghanistan as they stood were inadequate.

MEPs concluded that more could have been done to ensure sustainable, long-term-oriented results.

A report by Italian Socialist deputy Pino Arlacchi, New Strategy for Afghanistan, emphasised the need for closer budgetary control of EU funds in Afghanistan, where there is a high risk of fraud and corruption.

NATO has announced an end of Libya operations by 31 October 2011, with operations over the weekend scaled down significantly to allow for an easier withdrawal on the final date.

NATO has announced an end of Libya operations by 31 October 2011, with operations over the weekend scaled down significantly to allow for an easier withdrawal on the final date.

The announcement has shown that this is one of the most successful missions to date for the sometimes criticised institution. At the peak of operations, the United Kingdom recorded only 2,300 personnel in the country, and had successfully struck around 640 intended Libyan targets.
