FCC Report and Order on Internet Captioning

Remember the 21st Century Communications and Video Accessibility Act of 2010? How time flies. The Federal Communications Commission has released a report and order on "Closed Captioning of Internet Protocol-Delivered Programming." This report and order can be read online, or downloaded as Word, PDF, or text.

I have just begun to read it myself. This document sets out the rules for owners, providers, and distributors of video programming shown on the Internet. Read carefully; these three are separate, distinct entities.

Can Kids' Stem Cells Restore Lost Hearing?

Researchers are hoping to find out. A clinical trial is under way to see if cord blood stem cells are safe and can restore the hearing of children who were born hearing, but then lost hearing. To be eligible for the study, the hearing must have been lost via a non-syndromic cause such as meningitis. The trial is supported by the U.S. Food and Drug Administration.

Just read this article in the Denver Post, written by the hearing brother of a deaf man. He describes how his brother was deprived of normal communication with his family while growing up. The hearing brother went on to become a deaf education professional - with sign language skills.
