[ad]. [music] Good evening , I am Taher Barakeh and welcome you.
Moscow talks about an innovative Turkish plan for Assad's departure in three months. [music] Before I go into more
details, Al - Arabiya correspondent just reported
that the new Egyptian Attorney General, Talat Abdullah
Ibrahim , has submitted a request to abandon his post to the
General Secretariat of the Court of Cessation, for the
decision to be confirmed by the Supreme Judicial Council on
Sunday. We are now entering
into the details of the Syrian file before returning back, of course, to Egyptian in the Last Hour . With the aggravation
of the fever of military battles taking place in Syria , Turkey took the course of political initiatives, and proposed a
plan which was considered by the Russian President Vladimir Putin
as innovative, providing the withdrawal of Assad from power within the first three months of 2013 on the condition that
the National Coalition shall come to power in the transitional stage, according to the Turkish newspaper, " Radikal ".
A rare in kind recognition has been made by the Syrian Vice
President Farouk Al - Shara . He admitted frankly his
government inability to settle the worsening situation, and
offered a settlement he described as historic. Al -shara has
not ignored to point out the equivalence between the regime
and opposition powers; claiming that both are unable to
achieve final victory.
Perhaps the opposition has a different viewpoint as they
believe that they are progressing swiftly. Al - Shara set
forth a project to be supervised by regional countries and
members of the security council; including reduction of the
President's powers in the favor of a national unity
government. Turkey has also entered the track of initiatives
and submitted to Moscow a plan
providing for the resignation Assad during the first three months of the next year , on the condition that the opposition
coalition shall come to power. Turkish press reports stated that Russia has described this plan as innovative, noting it
is being discussed among Moscow ,
Washington , Cairo and Doha , in addition to the United Nations. Iran, in turn, has put forward a plan to get out of the
crisis, the most prominent of which is ceasing violence, holding a national dialogue,
lifting of sanctions imposed on Syria , and releasing political prisoners. With the intersection and multiplicity of
these plans and initiatives, it is unknown whether the political solution will precede the military settlement or not.
With us on phone from Doha is the journalist Samir Salaha . Welcome Mr. Samir . Do you have more details about the Turkish
plan which is said that it is supported by Moscow .
Yes. This initiative
Turkish discussed more than 25 days ago. Then with that, with President Putin when he visited
Ankara on this matter. But the initiative was rejected by Damascus at the time . Now it tried to play
We are sure of that, I mean everybody knows it.
Now the question after a series of contacts and negotiations. Do we now have more details on the common points that have
been reached?
I think the details, we are at a stage
of transition meaning the handing over of power to the opposition, but through President Al - Shara .
I think that Al - Shara in this particular period , is unable to take over this task, especially in front of the successive
developments civilians, on the ground in successive cities
I think that the principal answer will with the Syrian opposition itself. Will the opposition accept any project such as
any authority or flotation of the leaders
to deal domestically with the Syrian regime, which continues to kill and destroy cities. The destruction of cities and
the killing of civilians, this is the basic point that we now have to convince the Syrian opposition
Ankara and other regional powers in this direction since the opposition insists on decisiveness after it discovered that
the Syrian regime moves with evasiveness
so you think that the military option may precede any
political solution and thus there is no point in all the
initiatives that pose
military, but I bet that in the coming days, some people, who are still standing by the Syrian regime would be clamoring
to abandon it and saying also
a strong message to the Syrian interior first , and to the
countries of the region that there is a fall and the
collapse of the entire
forum of the regime, I first bet on the opposition and bet
on their survival, these forces that support the regime
until this time
Thank you very much Samir Saliha columnist
from Doha . With us now from Moscow , " Vladimir Akhmetov ," the
political analyst. welcome with us Mr. Vladimir , what is the
reality
Good evening
of Russia's blessing of this Turkish proposal?
All these estimates and plans on the stepping down of Al - Assad or a peaceful solution or a way out of this
impasse exist now , the situation in Syria indicates that the days of Al - Assad are numbered and many
of politicians in Moscow or the number of politicians in Moscow has become much more, who understand that this
is true. Moscow has a very limited time and has to search for a way out from this impasse in order to
preserve its interests in Syria . Regrading this, I have no proofs about
the Turkish initiative, as we only rely on Turkish newspapers which published this news, but at the same time
I think that for Moscow , Turkey as a country can guarantee maintaining interests
more compared with other countries. Of course, Moscow is working with the United States , and especially with England
and some European countries and of course with Iran, but, if we take into consideration our contacts
and the volume of trade exchange and joint interests between Russia and Turkey in this region. Turkey's plan as a ground
for Russia because Russia is currently looking for support
generally that can ensure the interests of Russia to at least maintain Russia's interests in Syria
after the stepping down of Bashar Al - Assad .
However, do you think that Turkey offered or can offer such guarantees to Moscow to change the situation if we assume
that Putin really
says that it is an innovative plan and blesses its
Yes, with proofs, but I think in my personal opinion, Turkey guarantees something on the basis that
Turkey is very close to Syria , and the Turkish influence in
Syria is very high and Moscow could support Turkey in this
regard.
more than other countries, especially, the countries which are not in the region.
Yes, understood, thank you for this participation, Vladimir Akhmetov , the political analyst from Moscow . The Syrian
Network for Human Rights reported that 116 people were killed in different parts of Syria today , the majority of them
died in Damascus and its countryside. The Syrian Revolution
Coordinators Union reported that clashes are currently
taking place on the outskirts of Zamalka in Damascus
countryside.
For its part, Shaam News Network said that the regime's
troops renewed shelling the town of Al - Mesafra in Rural
Daraa , they also shelled with artillery the city of Daire in
Rural Daraa .
The regime's forces stationed at Taftanaz military airport shelled also the town of Taftanaz in Rural Idlib . On the
other hand, Deir Al - Zour witnessed strong clashes in most of its districts.
Latest details on the resignation of Egypt's new public prosecutor, according to all Egyptian media and judicial sources
now after Al - Arabiya correspondent Randa Abu Al - Azm informed us before a short time
All these sources and officials say that the new public prosecutor in the country had stepped down or resigned from his
post and, of course, he was appointed by President Morsi , amid a wave of anger from members of the judicial authority.
The decision of appointing him was taken on November 22
after the dismissal of the former public prosecutor and the
appointment of Talaat
Abdullah Ibrahim , in his place. Anyway, it seems that a decision will be taken next Sunday on his resignation or the
request of relinquishing the post.
Washington Post newspaper talks about a US plan to secure chemical weapons if Al - Assad is overthrown and to prevent
uncontrolled armed elements from seizing them
The Washington Post also interviewed the former responsible of training programs on chemical weapons in the Syrian army,
Adnan Sello , who urged the necessity of forming a unit of
200 members to be deployed around biochemical zones. The dissident brigadier will be with us over the phone in a few
but, at first we shall proceed with our report and get back to him.
After warnings and international fears over the use of
Syrian chemical weapons in the midst of the deepening crisis
in the country; two scenarios appeared in case that happens,
according to experts.
The First, tackles the possibility of using these weapons by
the
Syrian regime, whereas the second scenario draws the
possibility of the fall of these weapons in the hands of
fighters. The Washington post spoke about several steps by
the U.S. and its allies, in case the regime turns into the
use of chemical weapons
to face the people or the region, and in details, Washington talked about mobilizing about 75.000 troops ready to
intervene in case these weapons ought to be used. This, in addition to joint efforts between the U.S, NATO and Israel
as well as Jordan and turkey, with a view to coordinate
monitoring these chemical zones, and preparing to intervene
when necessary. The second scenario Western countries are
being prepared for, is the possibility of having such
weapons fall i the hands of militants
and that is due to the ignorance of those with how to deal
with such weapons. According to the Post newspaper, the
U.S.
and some of its European allies, held contracts with experts
inside Syria so as to train fighters to monitor and secure
chemical sites
An effort from the part of the fighters, the Washington post
said that it was being made to also protect these sites,
according to Major General Adnan Sello , who previously and
before becoming dissident, went over a training program on
the use of chemical weapons
in the Syrian army.
ffort was embodied in the formation of a unit named 'heroes of the mountain'. It was formed of a group of officers
specialized in this field, and dissident of the regime.
2000 people formed this unit, among them, 1200 inside
Jordan , 200 in Turkey , leaving about 600 inside Syria . Lara
Nabhan , Al - Arabiya .
And an hour earlier, the U.N.
announced that it sent bodies for the prevention of chemical weapons, to its troops deployed in Golan Heights. The
peacekeeping forces Commander at the U.N. Herver Ladso
had briefed the UN Security Council on efforts to enhance the safety of the international forces. Well, if we were
informed on this news, we are talking now to Major General Adnan Sello , who is the chief of staff
of the chemical war previously, joining us over the phone.
Welcome with us, we would like you to inform us more if you
please
Welcome
Welcome Sir
We would like you to inform us further about the truth and size of these chemical weapons in Syria now ?
Yes, this regime
possesses a large arsenal of chemical weapons and is way beyond that of Israeli nuclear arsenal. Chemical weapons in
Syria are dispersed and hidden in a storage, 417 from the East
almost through 50 kilometers, and the other storage is about
418 from East Damascus to about 50 kilometers north ... with
about 10 kilometers
and there are centers for scientific research in Aleppo,
north of Sfeira by almost 2 and 3 kilometers. Scientific
research centers
There are also centers for scientific research in Aleppo,
east of Darat Ezza with 3 kilometers, a center for
scientific research
This chemical arsenal might be used by the regime when Aleppo falls down, 'since Assad has lost his mind' and has become
wallowing in a state of madness. He who uses explosive barrels over people and civilians, to kill women and old people
and children, can use chemical weapons.
Chemical weapons exist in many means, there might be a liquid storage and
there could be chemical substances in loaded in bombs for artillery shells. They can also be filled with chemical
warheads for ballistic medium-range and short-range missiles
Furthermore, these weapons might be loaded in tanks and aviation pelting devices.
Sir this means, you talked about their places
many were saying lately that there was a major possibility
that he changed or re-located these chemical weapons, if you
would like
Can you comment on this issue? Another question is: is it possible to protect such chemical weapons?
The liquid of chemical weapon is saved in these depots. But Iranian experts Syrian officers conducted scientific
experiments in north or east of Al - Safirah at the scientific research center
on Al - Zarine and al-Tabun to load artillery charges and fit chemical warheads
These are mounted on mid-range missiles. These warheads
could be easily transported from one place to another. They
might be transported to Hizballah
and Hezbollah may use them against Israel . These weapons can
be easily transported but liquid chemical weapons are
difficult to transport
, as well as transporting the toxic substance. As regard protection, do you think the international plan to intervene
or to protect these weapons chemical is sufficient? Is it
sufficient to protect these weapons against falling into the
hands of fighters?
Was this plan examined carefully? I do not want foreign intervention to protect these weapons. We in the FSA can
thee weapons if the international community gives us financial and military support to protect such centers. I
personally train officers and we can protect this places of these weapons.
Are FSA members inside Syria trained? Or will they receive training on how to protect such sites?
Yes. All FSA members were originally from the army regime. We all are trained on how to wear the mask and protect
ourselves. So if we offer them a training,
we can protect these warehouses from any foreign interference, be it from radicals from Israel , Europe , America , and
from the entire world. We in the FSA can protect
these sites by ourselves. We only want them to give us
financial support and weapons so as to be able to protect
these warehouses.
Thank you so much, Major General Adnan Sillo , former chief of staff of chemical warfare. The prolonged crisis and the
talk of analysts and politicians about
political solutions prompted the Syrians to resort to fortune-tellers, thinking that they might come up with a solution
that evaded politicians and scholars.
It is death and arms dealers that benefit from wars the
most. In Syria , where there is a long list of those who were
killed and where the crisis lasted for a long time , another
winner emerged. The Syrians resort to it as if they were
looking for refuge.
that protect them what is hidden in store.
Death toll increases in some streets of Syrian cities.
Soothsayers and fortunetellers emerged in the scene. They became the straw which
people drowning in the scourges of war are clutching at after the revolution almost reached the second year . Some pin
hopes on the prophecies of the fortunetellers. Some spend their money buying books, hoping
that they might find what they are looking for.
It seems that the interest in metaphysical issues is not limited to naive people. Even the elite became interested in
listening to fortunetellers with passion
and waiting their appearance on TV screens.
I In a strange way and by magic, the Syrian regime will accept the initiative and decide to come up with a road map and
a plan according to which some prominent members of the regime will leave
This plan also stipulates how transition of power will take place. I It seems that some fortunetellers have become
politicized. They talk about their prophesies on TV stations that are in line with the editorial line of these stations.
This is the rule of the game. Prophesies are as per
requests.
I told you that he will not hand over the country when he
wants. In other words, he will not hand over the country
like Egypt . This is the first point. He will not hand over
the country
like Libya .
He will not hand over the country like other countries. Even those refugees in neighboring countries became interested
in metaphysical issues, seeking an good answer to their only question
about when to return to their homes and homeland. During
their displacement, they were in search for a fortuneteller
in their temporal homeland.
The talk about arming the opposition and overthrowing the
regime is no longer of interest to the residents inside
Syria .
and no refugees abroad. Their talk now is about a magic wand that switches the situation even if this wand is imaginary.
I see people in Syria sleep and wake up, suddenly
it ends. Samah Al - Sayyed , Al - Arabiya [music]

[ad] Welcome back. Al - Arabiya correspondent in Cairo reported that Egyptian prosecutor Talaat Ibrahim
had submitted his resignation from his post and Al - Arabiya correspondent also reported that the Attorney General Talaat
Ibrahim applied to abandon his post to the General Secretariat of the Court of Cessation for the
for the Supreme Judicial Council to decide on his request Sunday. The Egyptian President had been appointed Chancellor
Talaat Ibrahim as Attorney General on the 22 November after sacking Attorney General Abdel Meguid Mahmoud in a decision
sparked a controversy in judicial circles. Additional details on this subject from Cairo with Al - Arabiya correspondant
Randa Abu Al - Azm . Welcome Randa , more details
on some justification that were known
Yes Taher as you stated that the new Attorney General
Chancellor Talaat Ibrahim Abdullah did not tenure his position for a month since 22 November
and now forced to resign after a siege of prosecutors and a
sit-in and slogans urging him to resign and demanding, I
mean you see it is not
his position came without legitimacy, and they also oppose the dismissal of former Attorney General in the text of the
resignation of Attorney General
and took his resignation and went to the Supreme Judicial Council, he said: please consider
in my report to the Supreme Judicial Council in the session of next Sunday 23 December to accept my resignation from the
post of Attorney General and I came back to the bench
he submitted this resignation to be considered next Sunday after the end of the referendum, the second phase of the
referendum next Saturday, had demanded members of the prosecutors, who
called on him to resign today , that he would not resign
until after the adoption of the new constitution and will
submit to the President
but they were not convinced by this answer and apparently pressured him to offer this resignation. The Supreme Judicial
Council is scheduled or expected to nominate a Attorney General
but this also comes in light of the large division
between the ranks of the judiciary. You know Taher that the members
Also today , the state council withdrew from supervising the second stage
of the referendum because of the siege of the constitutional
court.
Members of Egypt's Judges Club also will not oversee this
voting
which might put higher pressure on the second stage in terms of the judicial supervision and in terms of the existing
division, which led to the resignation of the public prosecutor.
Thank you very much
Randa Abu Al - Azm , Al -arabiya correspondent, we will be with you always to know the latest details when you have, Anyway,
we have known some of them so far and you informed us about them. Simultaneously,
Egypt's Judges Club decided not to supervise the second stage of the referendum on the constitution, which is scheduled
to be held next Saturday, due to the absence of the conditions set by the club, before holding the first stage, which
included, lifting the siege of the constitutional court.
Opposition powers called for demonstrating again tomorrow in protest against the draft constitution and its referendum.
The front calls on the great people to take to the street
in all its categories next Tuesday .
The insistence on rejecting the constitution and the call for a "no" vote in the second stage of the referendum
are still being mobilized for by the opposition National Rescue Front, rejecting the results of the first stage and
demanding an investigation into violations and incidents of fraud, according to what it said.
The front called on the Egyptians to gather in five marches
which will head on Tuesday to Al - Ittihadiya Palace, and then
to the headquarters of the Supreme Committee for the
Constitutional Referendum.
They confirmed that they are struggling
in order to snatch a democratic constitution in the face of
a group of religion claimers, according to a statement by
the revolutionary powers
They adhere to Allah's Sharia falsely and in a slanderous way, while they practice lowest types of fraud
the forgery with cards, replacement of boxes and buying votes and despite all they did, they did not succeed in hiding
the true face of Egypt and its voice
Another "no" to the constitution, but for different reasons, as Salafi Jihadi announced its rejection of the referendum
since the new constitution does not apply God's Shariah, according to its statement
We announce from here the rejection of participating
in this referendum because of sins explained by the
brothers, the first thing is the sovereignty of other than
God, and this is unacceptable that the issue of Sharia even
if its fully disciplined to be put to the sovereignty of
other than God, to the people or others.
For its part, the Muslim brotherhood group had called for a dialogue between the opposition and the group's supreme
guide, a call which did not gain acceptance by many members of the National Rescue Front. And with the continuation
of the crisis in the ranks of the judiciary, hundreds of members of the prosecution gathered in front of the office of
the public prosecutor asking him to leave. Between yes and no to the constitution, the opposition and Islamic powers'
campaigns of mobilization continue in a scene
enhances the division in the Egyptian street.

speaker Mustapha Ben Jaafar by stones during celebrations in Sidi Bu Zayd of the second anniversary of the revolution,
Sidi Bu Zayd , of course, is the cradle of the revolution,
According to the agency, " Agence France Presse", security forces evacuated officials to police headquarters amid chants
of demonstrators "The people want to overthrow the government" and "leave go" before they came forward toward the
podium. Al Marzouki demanded Tunisians in the speech that was interrupted
with whistling asking them several time to be patient,
stressing that the government do not have a magic wand to
change things.
with us from Tunisia now the journalist Gamal Al - Arfawi
Welcome to you, Mr. Gamal , what is your opinion about this scene?
Actually, this scene is expected because since yesterday , and
residents of Sidi Bu Zayd are telling the government that
they will not rally with
them in the second anniversary of the outbreak of the revolution for symbolic and objective reasons. The symbolic
reasons is that the people of Sidi Bu Zayd want to have the celebration
17 December is a national day . It is a holiday. It is the real anniversary of the revolution
It is said that revolutions can be judged on their first day . This is the symbolic dimension. In terms of the objective
dimension, the residents of Bani Walid have not noticed any change on the ground
The President, the President of the National Constitutional
Council or any other official should have gone today to Sidi
Bou Zeid to inaugurate projects aimed at reducing
unemployment rates and other tangible projects that target
the residents of Sidi Bou Zeid
According to locals, they have received only words.
If we go back to last year's ceremonies, we would find the same words and sentences. We do not have a magic stick
If we go there, you would realize that nothing has changed after two years. Locals say that they have won nothing from
the revolution and that some politicians made gains
Is the problem that those politicians do not want to help the people or are they unable and they do not have a magic
stick?
Dear sir, few days before the starts of the ceremonies commemorating the 17the of December , reports were published on
corruption.
A minister was involved in the acquisition of land in
suspicious circumstances. Before yesterday , a minister
promoted himself
How will the people react? Even if the people are unable, they can achieve
personal benefits.
People are talking about the President's high salary; 30,000
dinars. This is the same salary as French President Francois
Hollande
The salaries of the members of the Constitutional Assembly
amount to billions while locals are unable to buy a milk
bottle. Problems accumulate and
increase day after day .
Tunisians' living conditions have deteriorated, especially in marginalized areas which have become more marginalized.
People hear about numbers but never see actions
on the ground.
The problem is that at the start of the electoral campaign about a year ago, the government hoisted high ceiling
promises but promises one third or a quarter of the
promises have not been made. Household are still suffering
from unemployment. they have not seen the tuning plans and
have not seen the magic stick
Moreover, the President of the government is absent for the second consecutive time . The previous time he said he had
unorganized agenda and this time
he did not come to Sidi Bou Zeid for health conditions. This increased the anger of the residents of Sidi Bou Zeid

Lebanon is at the edge of a natural disaster represented in
an earthquake which has become a scientific reality that is
approaching day after day
No one knows exactly when the Lebanese will face their earthquake them. The disaster could occur at any moment and it
may not occur in 50 years but it is inevitably coming
at least as reported in scientific researches. The impacts of such a disaster will not be restricted to Lebanon . The
Lebanese are also afraid of tsunami-like waves that may hit Lebanon after the earthquake
The waves could be as strong as Tsunami , depending on the thickness of the water. Our water is not as thick as in other
countries so the waves are not that strong
This does not matter. What matters is the fact that there maybe a Tsunami . There are places
that can be affected even if the waves are not that high. These are plane areas located mostly in Palestine and Syria .
There are also many areas in Lebanon
Recently, the United Nations warned the Lebanese government that Lebanon has become greatly vulnerable to tsunami waves
and earthquakes but the government has not studies so far the necessary steps to ease the effects of the disaster
As an improvement to the laws and urbanization.
We, as an independent committee of works, have studied the Higher disaster management Council program in Lebanon
waiting for its ratification at the Parliament through committees

concluded, and we are still waiting.
In case of an earthquake, experts counsel staying inside the building, and away from high furniture. They also prefer of
the person to remain under a strong table and cling to it. As for those outside houses,
they ought to keep away from buildings and beaches, as they ought to park their cars on the side of the road and stay
inside until the quake passes. Lebanon , Jordan , Syria and Palestine
are subject to quakes at any time .
Preventive regulations do not prevent the occurrence, but they will certainly lessen the devastating effects. From
