Situated in the Atlantic Ocean 620 km off the West Coast of Africa, the Cape Verde archipelago has made steady progress since independence in 1975 and performed well in terms of human development and economic growth. Cape Verde is often praised as an example among African countries for its stability and developmental growth despite its lack of natural resources. However, Cape Verde remains economically vulnerable and despite of progress made in the social sector poverty is still widespread. Inequalities have increased. The aim of the government is to promote strong and speedy growth that benefits the entire country and particularly the most impoverished communities. In 2007, Cape Verde joined the World Trade Organization (WTO) and in 2008 the country graduated from Least Developed Country (LDC) to Middle Income Country (MIC) status.
Aid programmes
The Country Strategy Paper for Cape Verde (2008-2013) 
presents the strategic framework for the co-operation between the European Commission (EC) and Cape Verde under the 10th European Development Fund (EDF). EC assistance under the 10th EDF will concentrate on poverty reduction, in particular water and sanitation and health as well as the "EU-Cape Verde Special Partnership", a framework of mutual interests with a major political dimension, rather than a traditional donor-recipient relationship scheme. The Special Partnership was approved by the Council at the end of 2007 and is now in its implementation phase on the six priority sectors: governance, security, information society, regional integration, normative and technical convergence towards EU standards and fight against poverty.
The EC's total allocation (2008-2013) foreseen for Cape Verde to address these priorities amounts to € 51 million EUR of programmable funds. As a result of the mid-term review where Cabo Verde was considered a good performer, additional funds (10.2 million EUR) have been made available.
Recent assistance
The Country Strategy Paper for Cape Verde (2002-2007) under 9th EDF funding gave priority to one single sector of cooperation: water and sanitation. EC funds have been attributed to two major projects: the extension of fresh water supply and sanitation systems to the villages of Praia, Mindelo and Calheta as well as a solid waste management programme on the island of Santiago.
