Isabel Sawhill says a budget solution should enact reforms to both taxes and entitlements now but phase them in gradually so as not to undermine the recovery. Sawhill argues that whether or not the budget is balanced in ten years should not actually be the main priority for lawmakers; it should be restoring confidence that the government can come to agreement on major issues.
