Newspaper headlines: A&E 'crisis', flight tax 'joy' and Osborne's tax cut 'fantasy'

The Independent describes a crisis in accident and emergency services, with hospitals reporting record admissions and fearing an inability to handle a major flu outbreak. But the paper complains that full statistics on the situation have not been published.
Daily Telegraph front page, 23/11/14 The Sunday Telegraph focuses on the anger expressed by police chiefs that officers are being required to transport sick patients to hospital, when ambulances are unavailable. One stroke victim died after being taken in the back of a police van, the paper says, adding that a nationwide inquiry has been started.
Sunday Express front page, 23/11/14 The Sunday Express has a cheery feel, saying ministers are considering scrapping taxes on children's flight tickets. It says the idea has been put forward by a group of more than 30 aviation, travel and tourism groups and has been backed by MPs. Prime Minister David Cameron is in favour of the idea, the paper adds.
Sunday Times front page, 23/11/14 Other papers focus on politics, with the Sunday Times suggesting the prime minister is to deliver a speech calling for EU migrants to be banned from claiming in-work benefits, such as tax credits, when they first move to the UK. It bills Mr Cameron's speech as "a counter-attack on UKIP".
Observer front page, 23/11/14 Lib Dem Business Secretary Vince Cable attacks Chancellor George Obsorne's plans for £7bn of tax cuts, in an interview with the Observer. Mr Cable says it's "total fantasy" for his Conservative colleague to believe that sum could be slashed from government spending without tax rises or cuts to public services.
Mail on Sunday front page, 23/11/14 Sir Cliff Richard is planning legal action against the BBC and South Yorkshire Police over coverage of the raid on his home, says the Mail on Sunday. The singer will seek damages if cleared of a historical child sex claim, which he denies, the paper says. The BBC says its handling of the story has been endorsed by MPs.
