That there are any laughs at all is due almost entirely to Benigni. He's not remotely like Sellers, but he's a creative physical comedian.

I am surprised this one was made so recently. I liked the opening credits with the animated pink panther brought to life to direct an a cappella performance of his theme song. Unfortunately from there it is just an excuse to milk the franchise for a few more dollars, while the laughs have become very strained. It's also an excuse to bring back the older generation of Lom, Cardinale, and Kwouk. Benigni is explained ridiculously as the son of Jacques Clouseau. So he has a funny Italian accent instead of a funny French accent. He bumbles and stumbles and spouts off Shakespeare and other poets, you know the usual Benigni type humor. Davi is not too bad as a bad guy. And Farentino is quite pretty though often drugged into a stupor as the damsel in distress. The plot is not important in the least and that just makes it all the more sad.
