ABSTRACT:
This project, sponsored by the USAD and CHF International,
was carried out by civil and public institutions, representing academic, industrial, governmental and nongovernmental bodies in the City of Tulkarm, West Bank, Occupied Palestine.
The aim of this project is to put a framework for strategic development for the City of Tulkarm for the period 2011-2017.
In the resultant study attached, the following themes are discussed: Development vision; General strategic tasks; Relation between vision and tasks; Integrated plan for societal development; Investment plans; Factors of success for investment; What is needed from the local society; Investment plan for infrastructure, planning and organization; Investment plan for the social development sector; Investment plan for the public health and the environment sectors; Investment plan for the local economy; and Investment plan for the security sector and public safety.

national urban and environmental policies at the local or municipality level through the integration of sustainable
development concepts and public participation approaches. The project deals with the interaction between population, urban development, and the environment. Counselling is a purposeful understanding of a person so as to promote self-understanding in that person. There is an urgent need of introducing and strengthening the counselling service in the schools and colleges to meet the various needs of the students. Along with the intellectual development, proper motivation and clarification of goals and ideas to pupils in conformity with their basic potentialities and social tendencies are important for the total development of the student. Professional counsellors in educational settings ought to develop and deliver comprehensive counselling programme supporting and promoting student achievement, which should include a systematic and planned programme delivery involving all students and enhancing the learning process. This study is based on the review of secondary literature in an attempt to highlight the utmost relevance of counselling services in an educational setting.

Prompted by what is seen as central to all concepts involved in what teaching is, this essay attempts to explore the power relationship between student and teacher. Teaching is traditionally seen as the knowledgeable, as teacher, teaching the learners, as students. There are innumerable aspects that make up what teaching is considered to be and how it comes about. To name but a few, knowledge transfer, opening of the mind, communication, emancipation, creating valuable members of society, reproducing the status and so on. While some of these goals or attributes of teaching may be complementary, others may be considered antithetical. Arguably, many aspects of teaching may be considered equally relevant to assisting in looking for what “a sense of teaching” is, however, an exploration of the power relationship between teacher and student, highlighting the centrality of the relationship to teaching and learning, shall be the focus of this essay. Some of the perspectives drawn shall be taken from interpretations of Sidorkin, Adorno, Rancière, Dewey, Wittgenstein, Kant, Heidegger, Castoriadis, and Lee.

Relevant theoretical underpinnings suggest that higher education, continuous professional development and training provide numerous opportunities for societal advancement. This contribution posits that interventions in the realms of education can play a significant role in shaping key performance indicators for laudable social outcomes. It suggests that education leadership may contribute to create a fair, just and equitable society for all. Therefore, this article discusses how education fosters social cohesion as it sheds light on Malta’s National Reform Programme and the European Union’s (EU’s) 2020 strategy. It presents an assessment of the economic, social and environmental situation in Malta. Evidently, the smallest EU state is pursuing its policy efforts to reduce early school leaving. At the same time, it is striving to address skills gaps (and mismatches) in its domestic labour market. This case study indicates that with better education leadership, there may be implications for economic growth, job creation and competitiveness. It shows that family-friendly measures including better access to childcare, more flexible working schemes and employer incentives can help individuals to return to work. In conclusion, this contribution maintains that the pursuit towards continuous improvements in education leadership and social progress can create a virtuous cycle of productivity outcomes and economic growth.

Mungkin terlalu jauh memandang bahwa Universitas Jember dapat menjadi salah satu universitas yang membawa arah peradaban intelektual seperti Oxford dan University of Göttingen, serta dari dalam negeri ITB, UI dan UGM.
Hingga hari ini peradaban intelektual, dalam skala kecil, dalam aktivitas intelektual entitas akademika tidak terlihat secara nyata.
Paradoks yang muncul adalah, jika peradabannya buruk maka yang lahir adalah keburukan, dan sebaliknya. Tentu makan intelektual telah berkembang menjadi term yang positif, jadi diharapkan yang lahir dari rahim Universitas Jember baik pula.
Hingga hari ini peradaban intelektual, dalam skala kecil, dalam aktivitas intelektual entitas akademika tidak terlihat secara nyata.
