This coincided with international concern expressed by the United Nations on the fate of thousands of civilians trapped
inside the city, especially after the death of children and women on the first day of the military operation, which
comes as a result of a political crisis in the government of al-Abbadi.
With the continuation of the Iraqi army's military operations to regain the city of Fallujah, one of the most prominent
strongholds for ISIS, the Iraqi forces managed to restore the district of Al-Karma located on the entrance of the city
of Fallujah in full. The Iraqi Defense Minister Khalid al-Obaidi said that the operations to liberate Fallujah are
exceeding the expectations, explaining that the battle will be resolved very quickly.
The operation is going well, better than expected, and the
enemy collapsed. Our sectors' morale is high, and they
achieved great victories. As a result of the enemy's
collapse and the high morale of our sectors, we expect the
battle of Fallujah to be resolved soon.
The Iraqi arena is witnessing rapid developments against the
extremist organization, especially in Fallujah, and as a
result, the International Committee of the Red Cross is
concerned about the conditions of more than fifty thousand
trapped civilians
with the start of the military operations against ISIS.
The United Nations from its part confirmed its readiness to cooperate with humanitarian organizations to assess the
needs of displaced civilians, warning of the deterioration of the nutrition situation in the city of Fallujah.
At the political level, the speaker of the Iraqi parliament seeks to resolve the pending differences between the
political blocs and enable the legislative institution to resume its work, which has been suspended for weeks. The talk
about the effects the political crisis that the government of Al-Abbadi is going through on the efforts to fight ISIS
perhaps explain the timing of the military operations of the Iraqi army in Fallujah.

to Riyadh to this conference by the Interior Ministry on the crime statistics in Saudi Arabia during the past year.
[inaudible] in the Kingdom during the past year, 1436 AH. I
will be joined in this conference by Major General Munir
Al-Jabreen,
the Director of the General Administration of Criminal
Policing in the Public Security, and his Excellency Mr.
Dahmash Al-Dahmash, the assistant director of the Crime
Research Center. Of course, the information that we will
review today is based
on the daily records in the police departments in the regions of the Kingdom on criminal cases investigated by them
during the past year. Of course, they have been documented and analyzed in the information database of the Crime
Research Center. As I said, the statistics that we will review
do not include all criminal incidents, but the focus on assault crimes and theft, which constitute 59% of the total of
criminal cases in the Kingdom. In this conference,
we will review cases of cyber crimes seized by the general administration of anti-cyber crimes at the public security,
and assault crimes in the Kingdom. As it is clear in the picture, in the year 1436 Hijri,
46,208 crimes were committed. Of course, this is a presentation for three years. We can see that last year, the crimes
increased compared with the year 1435 Hijri.
Praise be to Allah, this years' crime rates decreased by 5.22%
in a comparison between 1436 Hijri and 1435 Hijri, and we are talking here about assault crimes in the Kingdom. I am
referring to rates based on the number of crimes out of one hundred thousand of the population of the Kingdom.
Of course, we have relied on the census provided by the
General Census Department for the number of people in the
year 2014.
As it is clear, the rate of assault crimes for the year 1436
Hijri reached 150 crimes out of one hundred thousand of the
population.
We also noticed that there is a decline in the crime rate in comparison with the two previous years. When it comes to
the segregation of crime, assault crimes are composed of several crimes;
the vast majority of which are crimes of aggression and beating which represent about 56-57% at a rate of 7 out of 10.
They are followed by crimes of intimidation and attempted murder at a rate of 9,8 out of 10.
Also, shooting crimes are at a rate of 6,8 out of 10, and stabbing crimes are 2,9/10. We also explained the crimes of
suicide attempt which represent 2 and 6 out of 10
as a percentage of the crimes. There are also crimes that reached 7/10 of the total crimes, as well as the crimes of
kidnapping and attempted kidnapping which are represented around 6/10. The other crimes are a category
of crimes other than those we mentioned but are also
classified as assault crimes, and there is a category that
represents 19,9/10.
By reviewing the detailed crimes and assualt crimes, we notice that premeditated murder has slightly changed and
declined in comparison with last year by
about 0.3/10 and its rate reached around 1,1 crime for each hundred of thousand of the population.
Shooting crimes increased by 4,83% and their rate reached around 10,2 for each hundred of thousand of the population.
When it comes to stabbing crimes, of course you remember them as we have spoken about them last year, and we have
pointed out the major increase we have witnessed last year, excuse me, in the year 1435,
reaching about 117%. This year, last year, and year 1436 witnessed a good decrease that exceeded 60%,
and we hope that this decrease would be real and continues to decrease in the coming years, because it is clear that
these crimes have reached a rate of 4.4 crime for every one hundred thousand of the population.
The threat of attempted murder has also witnessed a decrease
of 12.3% and has reached a percentage that remains quite
high of 14.6%.
As we made clear, assault and battery crimes represent in fact around 57% of all the assault crimes. Out of all these
crimes, they have reached the highest level of 85%,
i.e. one crime for every one hundred thousand of the
population.
It witnessed a slight decrease last year of 3.9%, and in
fact, this crime
is considered as the incentive to many assault crimes.
The crime or the pursuit develops into a threat and an attempted murder, and this in turn develops into a stabbing or a
shooting,
which leads to murder crimes or a percentage of murder crimes. Suicide crimes or suicide attempts
declined in 1436 by about 14.
%, but their rate is almost 3.9% i.e. one crime for every
one hundred thousand of the population.
When it comes to the kidnapping attempts and murder attempts, we saw a drop by 11.18% in 1436, and the rate is 0.9 for
every one hundred thousand or nine crimes for every one million of the population.
Of course, the other crimes also dropped by about 15%, and their rate is 29.8% and it is a high rate.

With regard to those involved in assault crimes in terms of age characteristics, professional characteristics and age
groups, it is clear that the age groups between 25 to 30 are the most involved in assault crimes.
The age group between 19 to 36 represents the vast majority of those involved in assault crimes.
The rate of these crimes for the age group between 19 to 24 reaches about 21.6 from 10%. From 25 to 30
it reaches about 26.72% and from 31 to 36 it reaches 16.96%.
Of course other age groups are present in these crimes, but
to a lesser extent. We find that less than thirteen years of
age, are about 9.4%.
While of course, the older in age the more these groups decrease in the involvement in such crimes. Of course as for the
professional characteristics,
we notice the workers represent the highest rate of those
involved in these crimes with 22.28%, followed by the
students and those involved
[inaudible] about 18%, those involved are about 18.
%, and students are 18.18%. Of course, what we mean by "those involved" are those involved in free-lance business,
meaning not related to public or private sector, but a kind of profession chosen by the person, where he is the one who
decides the work mechanism, and the work system.
Of course, we notice that drivers and domestic workers rate the least in assault crimes.
The unemployed represent about 9.69%. We see that the
employees of the public sector who work in the government,
all kinds of government jobs,
represent about 17%. This group, is originally a large group because the vast majority are working in governmental jobs.
We find the private sector is about approximately 5.3%.
Of course, in view of the distribution of assaults in the
regions of the Kingdom, we find that Mecca witnessed the
highest rate of these crimes.
Mecca Region witnessed a rate of 35.82% of those crimes,
followed by Riyadh Region with a rate of 17.95% and Medina
with a rate of 12.97%.
The rate in the Eastern Region is 10.94%. Of course, it is actually normal to see
an increase in crime rate in general in regions such as Mecca, Riyadh, Medina and the Eastern Region, as a result of the
large population in these regions.
That shows us -- in fact, we always look at the average rate shown on the right. Of course, average rates are the real
indicator that takes into account the impact of the population, but we also
see that the rates in Mecca and Medina remain high, compared
with the other regions, in addition of course to Al-Jawf and
Al-Baha.
Assault crimes or their rate increases in Al-Jawf, Medina and Mecca and Al-Baha. We see that the second category, which
almost has a rate of more than one hundred, includes the Eastern Region,
Riyadh, Jazan, Hail and Tabouk. Meanwhile, the Northern Border, Al-Qassim, Najran and Assir witnessed the lowest rate in
comparison to them. So, this does not mean
considering crimes rate is low in areas in blue color, but
their rate is relatively less  than other areas in yellow
and red colors.
We have covered this part of the press conference for Major
General Mansour Al-Turki, in which he spoke about crime
rates in the last year.
He declared assault crimes number reached forty six thousand and eight in the year 1436 Hijri,
and they were in the following forms: Quarrel, attempted murder, shooting, murder, and suicide.
We will continue the bulletin. To the Yemeni affairs, where
Al-Arabiya learned from a government source involved in the negotiations in Kuwait that the government delegation
discussed today, in its meeting with the UN envoy Ismail Ould Cheikh Ahmed, the issue of the international sanctions
imposed by the Security Council on ousted Saleh and his son Ahmed, the rebels leader Abdul Malik Al-Houthi and his
brother Abedel Khaleq, and the field commander Abu Ali Al-Hakem.
The source pointed out that the government delegation discussed with the UN envoy how to exclude them from the Yemeni
political scene before reaching any political agreement.

Ismail Ould Cheikh Ahmed will hold separate talks with the delegations of the government and the coupists
in an attempt to start discussions over the core issues. A source of the government delegation confirmed that the direct
talks, which were held yesterday, were adjourned by the UN envoy shortly after they started,
to avoid escalation between the two parties, as the coupists' delegation was adamant on its position, which calls for
discussing the political aspects before the security and military measures. Afterwards, the UN envoy met with
four of each party, yesterday evening, without achieving any progress. This as, participants in the detainees and
hostages mini-committee stressed that the committee will resume its meetings today to further discuss measures aiming to
release detainees, the kidnapped, and hostages, according to the regions and governorates.
On the field, military breaches are ongoing on several
fronts, namely on the fronts of Taiz province and the front
of Nihm, northeast of the capital Sanaa, where civilians
were killed and others were injured in random shelling on
some neighborhoods of Taiz city.

governmental delegation and Ismail Ould Cheikh with regard to sanctions imposed on the ousted Saleh and Houthis, how did
they affect the negotiations in general?
Of course Khaled.
It seems that these cards are new ones and pressure cards, used by the governmental delegation to force the coupists'
delegation to enter and set the general framework of these consultations, especially that the governmental delegation
did not bring anything new, but it is believed that it would also ask
for cancelling the revolutionary committees and the constitutional declaration because these are a key pillar of the
coup. Therefore, as I said, cancelling the constitutional declaration and revolutionary committees as well as dissolving
militias in accordance with the UN Resolutions.
Moreover, dismissing Saleh, his son, and Abdul Malik Al-Houthi from the political scene. This comes within the framework
of all the understandings that were reached before or in the general framework of these decisions which became today a
reference for the consultations in Kuwait. Therefore,
the government delegation is taking a step forward, as it wants to put an end to all manifestations of the coup.
A step forward? What about the reaction of the other parties participating in the negotiations?
I mean, if we want to talk about the rebels delegation, which represents the Houthi and ousted Saleh militia,
we can say that since they came to Kuwait, they have been committed to their stance. They did not make concessions, and
they did not even show flexibility in this framework.
They are talking about a transitional authority, and the
latter will apply the five points in Resolution 2216, as
well as the operation to consolidate the cease-fire and exit
the cities. However, the government delegation believes that
this
is the legitimization of the coup, and it actually rejects this point.
Today, the committee of prisoners and detainees was supposed
to hold a meeting, but it did not so far, and it seems that
it will not convene today.
There are significant differences. The delegation of the coupists wants to divide the prisoners and release them
according to the areas, meaning that it wants to start-Yes.
Yes.
with Taiz, and then move to the rest of the Yemeni territories. On the other hand, the delegation of the government
wants to release them according to categories; i.e.
the first category that was included in Resolution 2216, then the journalists, then the politicians, and others.

Washington urged the Syrian armed factions to abide by the truce because its steadfastness is in the interest of
everyone.
The US call comes despite the violations committed by the regime, especially in Ghouta and Darayya, where Russia
announced a seventy two hours truce.
The escalation of the attacks in Darayya, Eastern Ghouta, and the other Syrian areas, puts the truce under intense
pressure, according to the US Department of State. The latter expressed in its statement to the opposition factions
its concern about the situation in Darayya, stressing that abandoning the truce won't serve the armed factions, since
the truce provides protection for all parties.
From its part, the Russian Defense Ministry said that it
called for applying the truce system in the eastern Ghutah
and Darayya
for 72 hours as of Tuesday, except for Al-Nusra Front. This
Russian announcement coincided with statements by US
Secretary of State John Kerry,
in which he asked Moscow to put pressure on the Assad regime to abide by the truce, after the cessation of hostilities
agreement reached the brink of collapse.
The armed factions said earlier that they won't abide by the cease fire agreement, if the regime did not stop its attack
on their positions in the suburbs of Damascus.
It is noteworthy that the truce, which was signed late last February witnessed several setbacks, during which the regime
forces backed by Hezbollah militias tried to storm the city of Darayya amid shelling with mortars and heavy artillery on
the positions of the armed opposition.
On the other hand, a video showed the regime soldiers while taking families from the people of Eastern Ghuta after the
control of the regime forces on the southern sector.

They are a tragedy for each family that loses one of its
members in less than one hour every day due to the traffic
accidents,
the latest of which was the accident that claimed the soul of Ayman Al-Damadi, God rest his soul; this student who came
to the Kingdom with a master's degree,
and died unfortunately in Hail due to the recklessness of one of the young people who stole a car.
May God have mercy on his soul.
I ask God to have mercy on his soul, as well as every traffic accident victim,
and my condolences to their families.
In fact, the numbers are grim and point to the fact that we are really facing a catastrophe in every sense of the word,
therefore, we should stand united before this chronic disease that carries the name of...
Dr, we are still talking about the same thing we have talked about in the past years;
we are talking about a disaster, we are talking about a
serious indicator, we are talking about alarming numbers of
victims and deaths.
What kind of effort and real work was exerted in order to face this problem now, this phenomenon? Why are we, in the
Kingdom, not following the international direction?
The report shows a strange phenomenon, in the sense that countries of high and middle income witness low rates.
As for us, the case is quite the opposite.
Well. In fact, I believe that the reason is that what we see now represents results or a product of an issue that we pay
a price for now, i.e. the lack of awareness.
Unfortunately, the home and the school as well as the mosque -- all sides did not actually carry out their roles.
Moreover, there are no strict traffic regulations unfortunately. I also hold
the Traffic Department largely responsible for the causes that we see now on television, for example, the issue of
drifting that we pay a heavy price for on a daily basis. Therefore, I would say that we must stand united.
We must collaborate at the levels of home, school and mosque. We must also have strict regulations.
In fact, we do not need to reinvent the wheel. The regulations are available. We only need to enforce the systems.
Praise be to Allah, we have roads of the best quality in the world.
We do not need an infrastructure.
We only need to have systems and to enforce these systems, nothing more and nothing less. Riyadh, as a city, greatly

We must be clear and take serious and frank actions.
We have to diagnose the case and then try to find a solution. This step is very important and we have to be transparent
and honest with ourselves.
We have to recognize the source of the problem.
I believe using traffic surveillance cameras is very important. Frankly speaking, I feel sad whenever I see
a young man recklessly run a red light. Why is he doing so?
Because the law is not enforced. We must install "Sahir"
cameras,
I mean, in every sense of the word I am with the application of regulations and its implementation.-Good.

the plane crash indicate a bombing on board.
The Egyptian official stressed that all what is published on
the plane is just assumptions, which were not issued by the

in the department as saying that a preliminary examination
of the remains of the victims indicated a bombing, but he
explained that no trace of explosive materials was found, so
far.
The accused in the Egyptian plane's explosion in the Mediterranean is probably a bomb. This was revealed by the
examination of the remains, which were extracted from the middle of the wreckage of the EgyptAir stricken plane,
according to an official in the Egyptian forensic medicine, but so far, there is no conclusive evidence, which proves

The march of humanitarian and relief  work in Saudi Arabia witnessed a rapid development during the past period, and
thus, it became on top of the donor countries for humanitarian and development aid. The size of its aid in 2014 summed

ننتقل الآن إلى الرياض وهذا المؤتمر لوزارة الداخلية حول مؤشرات الجريمة في السعودية خلال العام الماضي
...في المملكة خلال العام الماضي ألف وأربعمئة وستة وثلاثين هجرية. يشاركني في هذا الموسم اللواء منير الجبرين،
مدير الإدارة العامة للضبط الجنائي في الأمن العام، وسعادة الأستاذ دهمش الدهمش، مساعد مدير عام مركز أبحاث مكافحة الجريمة.
طبعاً المعلومات التي سنستعرضها هي الحقيقة مبنية
على الوقوعات اليومية لشرط مناطق المملكة عن الحالات الجنائية  التي باشرتها
خلال العام الماضي والتي طبعا تم توثيقها وتحليلها في قاعدة
معلومات مركز ابحاث مكافحة الجريمة، كما اوضحت طبعا المؤشرات
التي سنتناولها
انما لا تشمل كافة الحوادث الجنائية انما التركيز على جرائم الاعتداء على النفس وجرائم الاعتداء على الاموال وهي كما ومعروف
يعني حوالي تسعة خمسة بالمئة من اجمالي الجرائم الجنائية في المملكة، كذلك سيتم في هذا المؤتمر
استعراض  الجرائم المعلوماتية التي تم ضبطها من قبل الإدارة العامة لمكافحة الجرائم المعلوماتية بالأمن العام،
جرائم الإعتداء على الناس في المملكة، كما هو واضح على الصورة،
خلال عام ألف وربعمئة وستة وثلاثين، بلغت ستة واربعين ألف
ومئتين
وثمان جرائم، طبعاً يلاحظ أنه هذا عرض طبعا لثلاث سنوات، يلاحظ
أن العام الماضي الجرائم ارتفعت مقارنة بعام خمسة [ غير واضح ]
ولكن ولله الحمد في هذا العام عودة الإنخفاض بمعدل.... طبعاً الإنخفاض مثّل خمسة وإثنين بالعشرة في المئة
بعام ستة وثلاثين عام خمسة عن العام السابق، ليوم خمسة وثلاثين، المعدلات، معدلات جرائم الإعتداء على النفس في المملكة، وأنا
اقصد بالمعدلات طبعاً عدد الجرائم لكل مئة ألف من السكان، السكان في المملكة
طبعا اتمنى على إحصائيات.. مصلحة الإحصائيات العامة او تقديرات
مصلحة الإحصائيات العامة لإعداد السكان خلال العام الفين
واربعة عشر،
المعدلات كما هو واضح طبعا في ستة وثلاثين بلغ معدل جرائم الاعتداء على النفس، مئة وخمسين جريمة لكل مئة الف من السكان.
طبعا هذا ايضا نلحظ أن هناك انخفاض في معدل الجرائم مقارنة بالسنتين السابقتين. طبعا توزيع الجرائم، جرائم الإعتداء على
النفس هي مكونة الحقيقة من عدة جرائم.
الغالبية العظمى منها هي جرائم الإعتداء والمضاربة، جرائم الإعتداء والمضاربة تمثل حوالي سبعة وخمسين في المئة او ستة وخمسين
بالمئة وسبعة من العشرة، طبعا يليها أيضا جرائم التهديد ومحاولة القتل لتبلغ تسعة فاصلة ثمانية من العشرة.
وجرائم اطلاق النار التي تبلغ ستة فاصلة ثمانية الغاء جرائم الطعن، اثنين فاصلة تسعة من العشرة، طبعا هناك اوضحنا جرائم
الانتحار محاولة الانتحار التي تمثل اثنين وستة من عشرة كنسبة من
جرائم، وهناك جرائم بلغت سبعة من العشرة من اجمالي الجرائم وكذلك جرائم الخطف ومحاولة الخطف التي مثلت حوالي ستة من العشرة،
الجرائم الأخرى الحقيقة هي مجموعة
من جرائم غير الجرائم التي ذكرناها لكنها أيضا تصنف من جرائم
الاعتداء على النفس وفي مجموعة تمثل تسعة عشر فاصلة تسعه من
العشره.
طبعا باستعراض الجرائم التفصيلية وجرائم الاعتداء على النفس
نلحظ أن قتل العمد يعني فيه تغير طفيف انخفاض طفيف على العام
الماضي بنسبة
حوالي صفر ثلاثة من العشرة بلغ معدله حوالي واحد فاصلة واحد جريمة لكل مئة الف من السكان.
جرائم اطلاق النار شهدت ارتفاع بنسبة اربعه فاصلة ثلاثة
وثمانين بالمئة، وبلغ معدلها حوالي عشرة فاصلة إثنين لكل مئة
الف من السكان.
كذلك جرائم الطعن، طبعا تذكرون جرائم الطعن تحدثنا عنها العام الماضي وأبرزنا الحقيقة الارتفاع الكبير الذي شهدته خلال العام
الماضي، عفوا عام خمسة وثلاثين
والذي بلغ حوالي مئة وسبعة عشر في المئة. هذا العام الحقيقة
والعام الماضي ستة وثلاثين شهدت إنخفاض جيد يعني تجاوز الستين
في المئة،
ويعني نتمنى أن يكون يعني هذا الإنخفاض انخفاض حقيقي يستمر في السنوات القادمة، لأن هذه الجرائم كما هو واضح بلغ معدلها
اربعة فاصلة اربعة جريمة لكل مئة الف من السكان.
التهديد بمحاولة القتل أيضا شهد انخفاضا بمعدل اثنى عشر فاصلة ثلاثة بالمئة، وبلغ معدله طبعا واضح أنه يبقى معدلا عاليا، يصل
الى اربعة عشر فاصلة ستة من العشرة بالمئة. الاعتداء والمضاربة الحقيقة هي
مثلما اوضحنا انها تمثل حوالي سبعة وخمسين بالمئة من كل جرائم
الاعتداء على النفس، معدلها الحقيقة هو الأعلى بين هذه الجرائم
يصل لخمسة وثمانين
جريمة لكل مائة الف من السكان، شهدت انخفاضا بسيطا العام الماضي بنسبة ثلاثة فاصلة تسعة. وهذه الجريمة الحقيقة
يعني يُنظر لها على أنها المحرك للكثير من جرائم الإعتداء على الناس يعني، قد تبدأ مسألة الإعتداء و المطاردة تتطور إلى
تهديد و محاولة قتل و هذا يتطور بذاته إلى طعن أو إلى إطلاق نار،
و ينتهي الأمر إلى أن يكون هناك جرائم قتل أو نسبة من جرائم القتل مترتبة عليها. جرائم الإنتحار و محاولة الإنتحار
إنخفضت عام ستة و ثلاثين بنسبة أربعة عشر فاصلة تقريبا أربعة في المئة و لكن معدلها أيضا يبلغ حوالي ثلاثة فاصلة تسعة جريمة
لكل مئة ألف من السكان، محاولات الخطف و محاولات
القتل أيضا عام ستة و ثلاثين شاهدنا إنخفاض بنسبة إحدى عشر فاصلة ثمانية عشر في المئة، معدلها يبلغ فاصلة تسعة لكل مئة ألف
أو تسع جرائم في كل مليون من السكان.
طبعا الجرائم الاخرى انخفضت ايضا بنسبة خمسة عشر في المئة
تقريبا ويبلغ معدلها تسعة وعشرين فاصلة ثمانية وطبعا هذا معدل
مرتفع
طبعا هذه المعلومات كاملة وفيما يتعلق بال.. عفوا،
فيما يتعلق بالمتورطين في جرائم الاعتداء على النفس من ناحية
الخصائص العمرية والى الخصائص المهنية والفئات العمرية
والخصائص المهنية طبعا يتضح ان الفئات العمرية التي هي تقريبا
من خمسة وعشرين الى ثلاثين سنة هي الحقيقة الاكثر تورطا في
جرائم الاعتداء على
النفس، طبعا يمكن النظر في الحقيقة الى ان العمر من تسعة عشر
الى ستة وثلاثين يمثل الغالبية العظمى من المتورطين في جرائم
الاعتداء على النفس
طبعاً من تسعة عشر إلى أربعة وعشرين، يصل إلى حوالي واحد عشرين وستة من العشرة في المئة. من خمس وعشرين إلى ثلاثين،
يصل إلى حوالي ستة وعشرين فاصلة إثنين وسبعين في المئة، ومن
واحد وثلاثين إلى ست وثلاثين، يصل إلى ستة عشر فاصلة ستة
وتسعين في المئة.
طبعاً الفئات العمرية الأخرى يعني حاضرة الحقيقة في هذه الجرائم، ولكن بنسب أقل. نجد أن الأقل من ثلاث عشرة سنة يعني يصل
عددهم لحوالي، أو نسبتهم إلى حوالي تسعة فاصلة أربعة
بالمئة، في حين أنه طبعاً كلما تقدم العمر، كلم بدأت تقلّ يعني
تورط هذه الفئات في هذه الجرائم. طبعاً بالنسبة للخصائص
المهنية،
يلاحظ الحقيقة أن العمال يمثلون النسبة الأعلى من المتورطين في هذه الجرائم، بنسبة إثنين وعشرين، ثمانية وعشرون في المئة،
ويتبعهم او يليهم الحقيقة الطلاب والمتسببين
[ غير واضح ] حوالي ثمانية عشر يعني ثمانية عشر في المئة مستببين، ثمانية عشر فاصلة ستة، والطلاب ثمانية عشر فاصلة ثمانية
عشر، طبعاً المتسببين نقصد فيهم الأشخاص الذين يمتهنون الاعمال الحرة يعني
غير مرتبطة الحقيقة لا بالقطاع العام، ولا بالوظائف في القطاع الخاص، إنما نوع من المهن يختارها الشاب، وبالتالي هو الذي
يقرر آلية العمل، ونظام الدوام الذي يعمل فيه
يلاحظ طبعاً أن السائقيين نسبتهم هم والعاملات المنزليات هم الأقل في جرائم الإعتداء علي النفس
العاطلين عن العمل يمثلون حوالي تسعة فاصلة ستة تسعة في حين
نرى انه موظفي القطاع العام وهم الذين يعملون في وظائف
الحكومية، كافة انواع الوظائف الحكومية
يمثلون حوالي سبعة عشر في المئة وهذه الشريحة طبعا تعتبر شريحة في الاصل هي شريحة كبيرة لان الغالبية العظمى هم  يعملون في
وظائف حكومية نجد القطاع الخاص يمثل حوالي خمسة فاصلة بالمئة تقريبا
خمسة فاصلة ثلاثة بالمئة، طبعا بالنظر إلى توزيع جرائم
الاعتداء على النفس في مناطق المملكة، نجد طبعا ان مكة المكرمة
تمثل النسبة الكبرى من هذه الجرائم
مكة المكرمة تمثل النسبة من هذه الجرائم بنسبة خمسة وثلاثين فاصلة اثنين وثمانين بالمئة تليها منطقة الرياض بنسبة سبعة عشر
خمسة وتسعون في المئة والمدينة المنورة بنسبة اثني عشر فاصلة سبعة وتسعون
والمنطقة الشرقية بنسبة عشرة فاصلة اربعة وتسعين، لكن طبعا هذا الشيء بديهي الحقيقة أن نرى
إرتفاع الجرائم بشكل عام في مناطق مثل منطقة مكة المكرمة
والرياض والمدينة المنورة وحتى الشرقية لإرتفاع أعداد السكان
في هذه المناطق.
وهذا ينعكس لنا الحقيقة دائما ننظر المعدل الظاهر على اليمين،
طبعا المعدلات هي المؤشر الحقيقي الذي يأخذ بعين الاعتبار
تأثير أعداد السكان، لكن نلحظ ايضا
من المعدلات أن مكة المكرمة والمدينة المنورة تظل تمثلان يعني
معدلات عالية مقارنة بالمناطق الأخرى، طبعا بالإضافة إلى الجوف
والباحة
فجرائم الإعتداء على النفس ترتفع الجرائم أو معدلها في الجوف و المدينة المنورة و مكة المكرمة و الباحة، نجد الفئة الثانية
التي هي تقريبا أكثر من مئة معدلها التي هي المنطقة الشرقية
و الرياض و جازان و حائل و تبوك في حين أن مناطق الحدود الشمالية و القصيم و نجران و عسير تُمثل أقل المناطق طبعا هنا في
المقارنة فيما بينها يعني، فلا يعني هذا
أنه نعتبر أن الجريمة منخفضة في المناطق التي باللّون الأزرق
لكن هي أقل نسبيا من المناطق الأخرى التي تظهر باللّونين
الأصفر أو الأحمر.
إذن نقلنا لكم هذا الجزء من المؤتمر الصحفي للّواء منصور التركي الذي تناول فيه مؤشرات الجريمة خلال العام الماضي و قد فصل
في جرائم الاعتداء على النفس كما قال خلال عام ألف وأربعمئة
وستة وثلاثين شهدت او كان العدد ستة وأربعين ألف ومئتين
وثمانية جرائم،
توزعت بين جرائم الاعتداء والمضاربة، جرائم التهديد ومحاولة
القتل وإطلاق النار والطعن والقتل العمد وايضا جرائم الانتحار.

علمت العربية من مصدر حكومي مشارك في مفاوضات الكويت أن الوفد الحكومي ناقش في لقائه اليوم مع المبعوث الاممي اسماعيل ولد
الشيخ احمد موضوع العقوبات الدولية المفروضة من قبل مجلس الأمن على المخلوع صالح ونجله أحمد وزعيم التمرد عبدالملك الحوثي
وشقيقه عبدالخالق والقائد الميداني أبو علي الحاكم ..
وأوضح المصدر أن الوفد الحكومي بحث مع المبعوث الأممي كيفية إبعادهم عن المشهد السياسي اليمني كاملا قبل اي اتفاق سياسي .
كما بحث الوفد الحكومي مع المبعوث الاممي آليات حل المليشيات المسلحة والتحول نحو العمل السياسي .
مفاوضات غير مباشرة تتواصل اليوم في الكويت بين طرفين الازمة اليمنية اذ سيعقد المبعوث الاممي اسماعيل ولد الشيخ احمد
محادثات منفصلة مع وفدي الحكومة والانقلابيين
في محاولة للبدء في بحث القضايا الجوهرية،  مصدر من وفد الحكومة اكد ان المباحثات المباشرة التي عقدت امس تم رفعها من قبل
المبعوث الأممي بعد وقت قصير من عقدها
تفاديا لتفجر الموقف بين الطرفين بسبب اصرار الوفد الانقلابيين على موقفه المطالب ببحث الجوانب السياسية قبل الإجراءات
الأمنية والعسكرية ليجتمع بعدها المبعوث الأممي
مع أربعة من كل طرف مساء أمس من دون تحقيق تقدم، في حين اأد مشاركون في لجنة المعتقلين والأسرى المصغرة، أن اللجنة ستستأنف
عقد اجتماعاتها اليوم؛ لاستكمال مناقشة إجراءات اطلاق سراح المعتقلين والمخطوفين والمخفيين قصراً، بحسب المناطق والمحافظات.
ميدانياً تتواصل الخروقات العسكرية على أكثر من جبهة، وتحديداً في جبهات محافظة تعز وجبهة نهم شمال شرق العاصمة صنعاء، حيث
قتل مدنيون وجرح آخرون في قصف عشوائي تعرضت له بعض أحياء مدينة تعز.
كما صدّت المقاومة هجمات متكررة على الجبهتين الغربية والشمالية الغربية للمدينة. على صعيد آخر إعتبر وزير الخارجية ورئيس

إسماعيل ولد الشيخ فيما يتعلق بالعقوبات المفروضة على المخلوع صالح و الحوثيين في المفاوضات بشكل عام؟
أكيد خالد، يبدو أن هذه الأوراق هي أوراق جديدة و أوراق ضغط يستخدمها الوفد الحكومي لإجبار وفد الإنقلابيين على الدخول و
تثبيت الإطار العام لهذه المشاورات خاصة أن الوفد الحكومي لم يأت بجديد بل يُعتقد أنه سيطالب أيضا
بإلغاء اللّجان الثورية و كذلك الإعلان الدستوري كونهما ركيزة أساسية من ركائز الإنقلاب، و بالتالي أيضا إلغاء كما ذكرت
الإعلان الدستوي و اللّجان الثورية و كذلك حل الميليشيات وفق قرارات الأمم المتحدة،
و أيضا إبعاد صالح و نجله و عبد الملك الحوثي عن المشهد السياسي هي تأتي في إطار كل التفاهمات التي تمّت سابقا أو ضمن
الإنقاذ العام لهذه القرارات التي أصبحت اليوم هي مرجعية للمشاورات في الكويت، و بالتالي
الوفد الحكومي ليذهب خطوة الى الأمام من انه يريد انهاء كافة مظاهر الانقلاب.
خطوة الى الأمام كيف يمكن توقع ردة الفعل من قبل الاطراف الاخرى المتفاوضة
يعني اذا اردنا نتحدث عن وفد الانقلابيين الذي يمثل وفد مليشيا الحوثي والمخلوع صالح
منذ ان جاءوا الى الكويت وهم متمسكون بموقفهم لم يقدموا تنازلات ولم يقدموا حتى مرونة يعني في هذا الإطار
هم يتحدثون عن سلطة انتقالية وهذه السلطة الانتقالية هي ما ستطبق لها النقاط الخمس في القرار الفين ومئتين وستة عشر وعملية
تثبيت وقف اطلاق النار وذلك الخروج من المدن بينما يرى وفد الحكومي ان هذا
هو شرعنة للإنقلاب، وهى ترفض هذه النقطة
بل حتى اليوم كان من المفترض أن تعقد لجنة للأسرى، والمعتقلين، لكنها لم تعقد حتى الساعة، ويبدو أنها لم تعقد اليوم
هناك إختلافات كبيرة، وفد الإنقلابيين يريد تقسيم الأسرى، وإطلاق سراحهم، وفق المناطق اي أنه يريد البدء-نعم
نعم
بتعز، وبعد ذلك الحديث عن بقية المناطق اليمنية، بينما يريد وفد الحكومة إطلاق سراحهم عبر فئات، اي الفئة الأولى التي شملها
القرار ألفين ومئتين وستة عشر، ومن ثمة الصحافيين، والسياسيين، وغيرهم.

حثت واشنطن الفصائل السورية المسلحة إلى الالتزام بالهدنة لان صمودها يصب في مصلحة الجميع. وتأتي الدعوة الأميركية رغم
الانتهاكات التي يواصلها النظام لا سيما في الغوطة وداريا التي اعلنت روسيا فيها هدنة من اثنتين وسبعين ساعة .
تصعيد الهجمات في داريا والغوطة الشرقية والمناطق السورية الأخرى يضع الهدنة تحت ضغط شديد بحسب الخارجية الأمريكية التي عبرت
في بيانها الموجه الى فصائل المعارضة
عن قلقها حيال الوضع في داريا مشددة على ان التخلي عن الهدنة
لن يخدم الفصائل المسلحة كون الهدنة توفر قدرا من الحماية
لجميع الاطراف
من جهتها قالت وزارة الدفاع الروسية انها دعت الى تطبيق نظام التهدئة في منطقة الغوطة الشرقية وبلدة داريا
لمدة اثنتين وسبعين ساعة اعتبارا من يوم الثلاثاء باستثناء
جبهة النصرة. تزامن هذا الإعلان الروسي مع تصريحات لوزير
الخارجية الامريكي جون كيري
التي طالبت فيها موسكو بالضغط على نظام الاسد للالتزام بالتهدئة، بعد ان وصلت اتفاق وقف الأعمال العدائية الى حافة الانهيار.
اما الفصائل المسلحة فذكرت في وقت سابق انها لن تكون ملتزمة
باتفاق وقف العمليات القتالية ما لم يوقف النظام هجومه على
مواقعها في ضواحي دمشق.
يشار الى ان الهدنة المتفق عليها في اواخر فبراير الماضي شهدت انتكاسات عدة، قامت خلالها قوات النظام مدعومة بمليشيات حزب
الله في محاولة لاقتحام مدينة داريا وسط قصف بقذائف الهاون والمدفعية الثقيلة على مواقع المعارضة المسلحة. من جانب آخر اظهر
شريط مصور جنود النظام وهم يقتادون عائلات من اهالي الغوطة الشرقية بعد سيطرة قوات النظام على القطاع الجنوبي، وقالت الشبكة
السورية التي بثت الشريط ومصادر اخرى متطابقة من اهالي الغوطة الشرقية ان اكثر من سبعين عائلة من بلدة دير العصافير ومناطق
محيطة بها لا يعرف مصيرهم منذ سيطرة قوات النظام على القطاع الجنوبي. ملوك الشيخ، العربية.
يأتي العالم العربي في المرتبة الأولى عالميا من حيث عدد حوادث الطرق التي تسفر عن اصابات او حالات وفاة فضلا عن الخسائر
الاقتصادية، إذ تتكبد الدول العربية ما يقرب
من خمسة وعشرين مليار دولار كل عام في ما حلت السعودية في
المركز الثاني عربيا بعد ليبيا والثالث والعشرين عالميا من حيث
زيادة معدلات وفيات الطرق.
عندما تكون نسبة ضحايا الحوادث
اعلى من نسبة وفيات امراض العضال فهو ووافق خبراء مؤشر خطير.
وحسبما منظمة الصحة العالمية في تقريرها السنوي لعام الفين وخمسة عشر، ذكرت ان السعودية جاءت في المركز الثاني عربيا بعد
ليبيا والثالثة والعشرين عالميا من حيث زيادة معدلات وفيات الطرق بمعدل بلغ سبعة وعشرين فاصلة أربعة بالمئة لكل مئة الف
نسمة. وحسب إحصائية حكومية داخل المملكة فإن منطقة الرياض تصدرت المرتبة الأولى في عدد الحوادث بنسبة ثمانية وعشرين في المئة
حيث بلغ عددها نحو اثنا عشر ألفا وسبع مئة وأربعة وخمسون حادثا مروريا، تليها منطقة مكة المكرمة بأحد عشر الفا ومئتان وسبعة
وأربعون حادثا. وجاءت المنطقة الشرقية في المرتبة الثالثة بثمانية آلاف وثلاث مئة وتسعة وخمسون حادثا.
ومن ثم منطقة عسير في مجموع حوادث بلغ ألفين وثمانمئة وخمسة وسبعين حادثة، وألفين وعشرون حادثاً في منطقة القصيم
اضافة إلى الف، وتسعة مئة وتسعة وأربعين حادثاً، وقع في منطقة جازان، وفي دراسةة اجرتها اللجنة الوطنية للسلامة المرورية
سابقاً، فإن السواد الأعظم من الحوادث يقع في ساعات الصباح الباكر
فيما شرعت الهيئة العليا لتطوير مدينة الرياض بالتعاون مع مرور منطقة الرياض في تنفيذ مشروع نظام إدارة الإشارات المرورية
والتحكم به، ويشمل المشروع تركيب ثلاث مئة وخمسون جهازاً للتحكم على التقاطعات الرئيسية، واستخدام ألف واربعمائة كاميرا
رقمية خاصة بتعداد المركبات، إلى جانب مئة وخمسة وسبعين كاميرا متخصصة لقراءة لوحات السيارات، قتيبة تركستاني، العربية.

لا زلنا في السعودية ضمن هذا المؤشر الخطير بالرغم من كل ما يبذل لمواجهة هذه الظاهرة، سازيدك أن الاحصائيات تتحدث عن تصاعد
حوادث السير في المملكة خلال الفين وستة عشر يعني بشكل كبير الى ماذا نعزو ذلك؟
بسم الله الرحمن الرحيم، اولا أمساك الله بالخير وحياك الله
ومشاهدينا الكرام، في الواقع الحوادث المرورية يعني اقل ما
يمكن ان نقول عنها انها مأساة
ماساة تتكبد كل اسرة بأقل من ساعة في كل يوم تفقد كل اسرة واحد من افرادها بسبب الحوادث المرورية
و أقرب يعني حادث صار لنا قريبا الذي هو الله يرحمه أيمن الضمادي هذا المبتعث الذي جاء إلى المملكة حاملا شهادة الماجستير،
و للأسف توفي بسبب رعونة في أحد الشباب الذي سرق سيارة و صار الحادث به في حائل.

فله و لجميع حوادث السير أدعو لهم بالرحمة،
و حسن العزاء لأهاليهم، الحقيقة أن الأرقام موحشة جدا و
الأرقام تقول أننا فعلا أمام كارثة، كارثة بكل ما تحمل الكلمة
من معنى،
و لذلك يجب حقيقة أن نقف وقفة رجل واحد أمام هذا المرض العضال الذي يحمل إسم...
مازلنا، مازلنا دكتور يعني نتحدث بنفس الكلام يعني من سنوات ماضية،
نتحدث عن كارثة، نتحدث عن مؤشر خطير، نتحدث عن أرقام مهولة للضحايا والوفيات.
طيب، ما الذي بذل من جهد وعمل حقيقي لمواجهة هذه المشكلة، هذه
الظاهر الآن؟
يعني لماذا نحن في المملكة نسير عكس الإتجاه العالمي؟
التقرير يشير كما قال إلى ظاهرة غريبة، بأن الدول مرتفعة ومتوسطة الدخل يعني تنخفض فيها المعدلات.
نحن عكس ذلك تماماً.
طيب. الحقيقة أن السبب في ظنّي يعود بأن الذي أمامنا الآن الذي
نشاهده هو عبارة عن نتائج، أو عبارة عن منتج لشيء ندفع ثمنه
اليوم، هو قلة الوعي،
للأسف البيت، المدرسة، المسجد الجميع لم يقم بدوره حقيقة،
بالإضافة إلى أنه للأسف لا يوجد حقيقة أنظمة مرورية صارمة،
يعني أنا احمل
أيضا إدارة المرور جزء كبير صراحة من الاسباب التي نشاهدها مثل التي نشاهدها في التلفزيون الآن قضية التفحيط التي فعلا نحن
ندفع ثمنها بشكل يومي، ولذلك أنا اقول يجب ان نقف وقفة رجل واحد
يعني يجب أن تتضافر الجهود ما بين البيت والمدرسة والمسجد، وأيضا لا بد لنا من أنظمة وأنظمة صارمة
في الواقع نحن لا نحتاج إلى أننا نعيد اختراع العجلة، الأنظمة
موجودة فقط طبق الأنظمة، يعني نحن ولله الحمد نمتلك طرقات من
افضل الطرقات صراحة في العالم
لا ينقصنا البنية التحتية، الذي ينقصنا هو النظام وتطبيق
النظام لا أكثر ولا أقل، الرياض يتوسع بشكل كبير كمدينة الرياض
ومنطقة مكة المكرمة
وجدة تتوسع بشكل كبير. للأسف ادارة المرور لا تتوسع، اعداد
المركبات المخصصة لادارة المرور يمكن ان تكون متساوية، يعني
ليس فيها أي زيادات،
الكادر الذي يعمل في هذا المجال لم يزد، وبالتالي حقيقة أنا لا ألقي عليهم اللوم مئة بالمئة، لكن انا أقول يجب صراحة ان
نلتفت لها. اليوم في أقل من أربعين دقيقة نخسر واحدا من أبناء هذا الوطن الغالي.
هذا يجب صراحة ان نقف وقفة جادة صراحة وصريحة، وأيضا تشخيص الحال أو الوقوف على المرض فهذا جدا مهم صراحة، هو نصف العلاج.
يعني يجب ان نكون شفافين ويجب ان نكون صريحين مع أنفسنا
لا بد ، لا بد ان نقف ونقول نعم، هنا مكمن الغلط وهنا مكمن الخطأ،  انا اعتقد ان توظيف الكاميرات للمراقبة المرورية جدا مهم
بصراحة، الان انا يوميا يدمع قلبي، اذا رايت عند إشارة المرور
شاب يقطع الاشارة بكل استهتار وبكل رعونة يقطع اشارة المرور، لماذا لانه لا يوجد تطبيق للنظام، ضعوا  نظام ضعوا كاميرات
يعني انا بكل ما تحمل الكلمة من معنى انا مع تطبيق الأنظمة وتطبيقها بصرامة-جيد

لحدوث تفجير على متنها.
وأكد المسؤول المصري أن كل ما ينشر بخصوص الطائرة هو مجرد
إفتراضات لم تصدر عن المصلحة، وكانت وكالة أسوشيتدبرس نقلت عن
مسؤول آخر في المصلحة أن فحصاً أولياً لرفات الضحايا أشار
لحدوث تفجير، لكنه أوضح أنه لم يتم العثور على آثار لأي مواد
متفجرة بعد.

المتهم في حادثة التفجير الطائرة المصرية في المتوسط قنبلة على
الأرجح. هذا ما كشفه فحص أشلاء انتشلت من وسط حطام طائرة مصر
للطيران المنكوبة،
وفق مسؤول في الطب الشرعي المصري، لكن حتى الآن لا دليل قاطع على تعرض الطائرة لانفجار.
حيث أوضح مسؤول في الطب الشرعي أنه من السابق لأوانه تأكيد ذلك، في ظل عدم العثور على مواد متفجرة على الأشلاء،
لكن المسؤول ربط بين تقطع جثث الضحايا وفرضية التفجير التي
تصبح أكثر ترجيحاً. معلوماتهم نفتها مصلحة الطب الشرعي في بيان
جملة وتفصيلاً.
هذا وتتواصل عملية البحث في المتوسط عن الصندوقين الأسودين اللذان سيوفران أدلة مفصلية عن اسباب تحطم الطائرة.
ومعلوم ان الصندوقين الاسودين يصدران إشارات تحت الماء لمدة
نحو خمسة اسابيع حتى انتهاء بطاريتهما وبعدها يصعب العثور
عليهما.
وفيما يستمر الجدل حول حقيقة الدقيقة الأخيرة التي عاشتها الطائرة، تتضارب التقارير بين العواصم الثلاث.
القاهرة وأثينا وباريس.
في اليونان تفيد السلطات على تعرض الطائرة لإنحراف حاد عن مسارها مع سقوطها قبل ان تختفي عن شاشات الرادار، وهي الرواية التي
ترفضها السلطات المصرية.
بينما يقول محققون فرنسيون إن الطائرة أرسلت قبل لحظات من
إختفائها على شاشات الرادار سلسلة إنذارات تُفيد برصد دخان على
متنها،
من دون أن تُحدد هذه التنبيهات سبب الدخان أو الحريق، بينما لم
يستبعد خبراء الطيران أن يكون التخريب أو العطل الفني سببا
للحادث،
لذلك طالب النائب العام المصري السلطات الفرنسية و اليونانية تسليم تسجيلات صوتية خاصة بطائرة مصر للطيران التي سقطت أثناء
رحلتها من باريس إلى القاهرة. نوال عياض، العربية.
شهدت مسيرة العمل الإغاثي و الإنساني في السعودية تنامياً
متسارعاً خلال الفترة الماضية ما جعلها في صدارة الدول المانحة
للمساعدات الإنسانية و الإنمائية، إذ بلغ حجم مساعداتها لعام
ألفين و أربعة عشر أربعة و خمسين مليار ريال سعودي. هاني

المملكة العربية السعودية تقدم العمل الإغاثي، والإنساني بهدف الوصول للإنسان، ورفع معاناة الانسان إينما كان، وهذا هو ديد
المملكة العربية السعودية منذ عقود في الواقع، وها هو خادم الحرمين الشريفين
يؤسس مركز الملك سلمان للإغاثة والأعمال الانسانية، ويؤكد على
حيادىة هذا العمل الإنساني، وأن هذا العمل لىس ورائه اي دوافع
آخرى.
مقومات ثلاث كانت مسار الأعمال الإنسانية والإغاثية السعودية تنوعت بين الاستجابة العاجلة للدول المتضرره ومنح المساعدات
للدول الناميه ومبادرات انسانية في مجالات عدة.
يوكد هذا التقرير ان هذا العمل عمل كبير جدا، وصل لاكثر من ثلاثة وثمانين دولة في عشر سنوات
وكذلك المملكة تؤسس مركزا جديدا وهو مركز الملك سلمان للإغاثة والاعمال الإنسانية لتؤكد ان هذه الدولة حريصة على العمل
الإغاثي والإنساني وان لديها مباديء راسخة لنقل هذه القيم التي نستمدها من الدين الاسلامي الحنيف الى العالم.
السعودية اعانت الكثير من الدول دون توجهات سياسية ولا
إعتبارات دينية وعرقية حتى تجاوزت النسبة المستهدفة من الأمم
المتحدة وهي اكثر من عشرة في المئة.
