He is the assistant of UN secretary general and his special adviser on Yemen since April 2011. He served as a Director of the rule of law in the office of the Secretary-General, the Director of the Peace building Support Office, and The head of the Office of the Presidency of the General Assembly. He worked for several years as special advisor to the United Nations Development Program, where his work was focused on the issues of peace-building, governance and the rule of law in conflict zones. For four years, he was as well in charge of technical cooperation in the Office of the UN High Commissioner for Human Rights. In 1990, he served as director of the Carter Center at the University of Emory, where he worked with former President Jimmy Carter in the field of human rights, mediation and conflict resolution. Benomar specialized in international law, economics and political science in Morocco and the University of Sorbonne in Paris, and completed his doctoral studies at the University of London. In mid-2004, He was appointed as a UN Secretary-General envoy to support the national dialogue conference in Iraq. In November 2011, he was the United Nations mediator who headed the negotiations leading to the agreement of power transfer in Yemen.
