  • February 1960 Defining IDA’s Purpose IDA’s purpose is to promote economic development and raise standards of living in the less developed areas of the world by providing financing on flexible terms, including interest-free grants and loans.

  • Sept. 24, 1960 Launch of IDA With $912.7 million in initial funding, IDA is established with 15 signatory countries. Today, IDA is one of the largest sources of assistance for the world’s 79 poorest countries and the largest single source of donor funds for basic social services in these countries.

  • May 12, 1961 Honduras Receives
    First IDA Credit     Honduras is the recipient of the first-ever IDA credit (Credit 0001) worth $9 million for highway development and maintenance.

  • Sept. 1962 First Funding for Education IDA provides its first credit for education to Tunisia to support the construction of schools.

  • June 29, 1964First IDA Replenishment Eighteen governments commit $753 million, spanning four years, for the first IDA Replenishment (IDA1)

  • January 13, 1971 IDA’s First Reconstruction Credit World Bank President Robert McNamara announces $25 million IDA assistance to assist cyclone-ravaged East Pakistan, currently known as Bangladesh.

  • April 1973 Early Investments in Renewable Energy El Salvador develops new electric power generating and transmission facilities featuring the first geothermal power plant financed by the Bank in Latin America.
  • 1974 Wiping Out Riverblindness An international partnership to eradicate riverblindness begins its work in 11 African countries. By 2002, it succeeds in saving millions of people from the debilitating disease. The effort also cleared the way for agriculture on 2.5 million hectares where the disease once spread. The distribution network created to eradicate riverblindness will be used to deliver other critical interventions.
  • August 24, 1982 New Donors Contribute to IDA Replenishment The IDA6 Replenishment, worth $12.6 billion, witnesses seven new donors – Argentina, Brazil, Greece, Mexico, Portugal, Romania, and Venezuela – join the 26 others.
  • Sept. 8, 1982 Publication of IDA RetrospectiveIn the face of adverse economic conditions, World Bank president A.W. Clausen commissions a study of IDA’s performance.

  • August 1, 1989 Creation of Debt Reduction Facility The facility is launched to help IDA countries pay off external commercial debt. To date, it has supported 25 operations in 22 countries.

  • December 14, 1989Record for 9th IDA Replenishment IDA9 sees record funding of $15.5 billion from 31 donor countries and Switzerland, covering fiscal years 1991-93.

  • March 1990 Debt-Reduction Facility in Action Bolivia becomes the first operation of the debt-reduction facility, receiving $9.1 million to pay off external debt.
  • December 15, 1992 IDA10 Completed IDA10 sees $22 billion in funding as donors urge greater lending for poverty reduction programs.
  • November 7, 1996 Launch of HIPC Facility With $500 million in funding, the Heavily Indebted Poor Countries (HIPC) Facility is established to provide debt relief to world’s poorest countries.

  • 1997 Debt Relief Uganda receives a debt relief package, becoming the first country to benefit under the Heavily Indebted Poor Countries (HIPC) initiative. In 2000, 22 IDA countries get $37 billion in debt relief under HIPC.

  • 2002 Results Measurement System Introduced To measure the degree to which IDA is helping countries grow and reduce poverty, and show its effective use of donor funds, IDA introduces a system for measuring results.

  • July 2, 2002 Increased Participation for IDA12 With 39 donor countries contributing $13 billion, an 18% increase over previous commitments, IDA12 Replenishment totals $23 billion.

  • February 22, 2005 Largest Expansion in Two Decades IDA14 Replenishment sees total commitments increase to $34 billion, with 40 donor countries accounting for $18 billion, a 25% increase over IDA13 replenishment.

  • July 2006 Multilateral Debt Relief Initiative (MDRI) launched Under the MDRI, IDA is expected to provide about US$37 billion in debt relief over 40 years, in addition to some US$17 billion of debt relief already committed by IDA under HIPC.

  • December 2007 Liberia Clears Arrears with IDA Liberia cleared all overdue debt service payments of $US400 million to the World Bank, thereby ‘normalizing’ relations with the Bank and becoming eligible for full debt relief under the Heavily Indebted Poor Country (HIPC) and Multilateral Debt Relief Initiative (MDRI) programs.

  • December 13, 2007 Record Donor Pledges for IDA15 IDA15 Replenishment sees record donor pledges of $25.1 billion for a total allocation of $41.6 billion.

  • December 10, 2009 Crises Response A $1.3 billion Pilot Crisis Response Window is created for the remainder of the IDA15 period (Jan. 2010 to June 2011) to protect low-income countries from crises.

  • December 16, 2009 Republic of Korea Prepays Outstanding Debt The Republic of Korea prepaid all of its outstanding debt of $33.5 million to IDA. It is the first former aid recipient to become a donor.

  • December 15, 2010Fund for Poorest Replenished IDA receives another record replenishment of $49.3 billion. Pledges from donors will help countries accelerate progress toward the Millennium Development Goals over the next three years.

  • December 2010 Focus on Frontier Issues During the IDA16 replenishment round, IDA deputies and borrowing country representatives agreed that IDA should focus more on delivering development results—with a special emphasis on the themes of gender, climate change, fragile and conflict-affected countries, and crisis response.

  • November 2011 Global Leader in Transparency IDA was hailed as a global aid transparency leader by Publish What You Fund, a UK-based coalition of civil society organizations working on governance, aid effectiveness, and access to information. IDA was ranked #1 out of 58 donors in the index.

  • December 2011 IDA Speeds Up Delivery of Crisis Funding IDA adopted a new mechanism to expedite funding to countries in the immediate aftermath of a crisis or emergency. The Immediate Response Mechanism allows participating IDA countries immediate access to a portion of undisbursed balances of their IDA project portfolio in the event of an eligible crisis or emergency.

  • May 2012Delivering Support to Drought Victims More than 17 million people in the Horn of Africa were hit hard by one of the worst droughts in 60 years with widespread hunger, deaths, and the loss of subsistence crops and livestock. To help mitigate the impacts, IDA allocated $250 million through its Crisis Response Window.

  • November 2012 Taking Stock and Looking to Next Steps A $1.3 billion Pilot Crisis Response Window is created for the remainder of the IDA15 period (Jan. 2010 to June 2011) to protect low-income countries from crises.

  • January 2013Myanmar and the World Bank Fully Re-engage An $80 million IDA grant will help add 120 megawatts of electricity—enough power for an additional 5 million people—transforming lives and the economy in a country where only one in four people currently have electricity.

  • March 2013Ending Extreme Poverty by 2030President Kim calls on the international community to seize the historic opportunity to end extreme poverty by 2030. The International Development Association (IDA) is central to the tremendous effort needed to make this happen.
