Suzanne Maloney is deputy director of the Foreign Policy program at the Brookings Institution and a senior fellow in the Brookings Center for Middle East Policy and Energy Security and Climate Initiative, where her research focuses on Iran and Persian Gulf energy. She is the editor of Markaz, a blog on politics in and policy toward the Middle East published by the Brookings Institution. Her books include the 2008 monograph "Iran's Long Reach" (United States Institute of Peace, 2008) as well as "Iran's Political Economy since the Revolution," published in August 2015 by Cambridge University Press. Her Brookings Essay, "Iran Surprises Itself And The World," was released in September 2013, and she has also published articles in a variety of academic and policy journals.
Maloney previously served as an external advisor to senior State Department officials on long-term issues related to Iran. Before joining Brookings, she served on the secretary of state's policy planning staff, as Middle East advisor for ExxonMobil Corporation, and director of the 2004 Council on Foreign Relations Task Force on U.S. policy toward Iran, chaired by former National Security Advisor Zbigniew Brzezinski and Defense Secretary Robert Gates.
She holds a doctorate from the Fletcher School of Law and Diplomacy at Tufts University.

[The protests constitute] one of the most serious crises Iran has faced in the past 25 years... We now see that Iranians are willing to take profound risks to challenge the regime directly in a way we have not seen in years.
Most protests in Iran are over economic issues. What’s different is that it seems to have tapped into a deep sense of alienation and frustration, that people aren’t just demonstrating for better working conditions or pay, but insisting on wholesale rejection of the system itself.
[The Trump administration's travel ban is] an affront to all Iranians. You can’t tell Iranians that you have their back when they confront the regime if you’re not willing to let them in your country... If you’re uncertain about going to the streets, knowing that you have somewhere to go is possibly a small encouragement. Many Iranians came here after 2009.

My guess is that the Islamic Republic will ride [these protests] out, [but they will take a] toll on the legitimacy of the government as a whole [and] undercut [Rouhani's] credibility as a guy who can fix the economy.
Unfortunately, I don’t see a real opportunity for public opinion in Iran to change the regime’s regional activity. The Iranians supported terror organizations in the region even when they were under worse economic pressure than now. They will continue to do that.
Certainly, the West doesn’t have the ground game to engage in that kind of activism, [of organizing the protests in Iran,] nor do Iran’s regional adversaries.
