Shalom Lipner is a nonresident senior fellow in the Center for Middle East Policy at Brookings, where his primary research interest is the U.S.-Israel bilateral relationship.

Beginning in 1990, Lipner served seven consecutive Israeli premiers at the Prime Minister’s Office in Jerusalem, where his areas of core expertise included foreign policy, public diplomacy and global communications, and Jewish communal affairs. Among the positions he held before retiring from government in 2016 were advisor to the Ministry of Strategic Affairs, special coordinator for public diplomacy, assistant foreign policy advisor to the prime minister, advisor to the minister of Israeli society and the World Jewish Community, and director of communications for the government press office.

Over the course of his career, Lipner also filled terms as coordinator of the U.S.-Israel Strategic Dialogue and director of the Government Coordinating Committee on Countering Antisemitism—functioning throughout as a key liaison and briefer to foreign diplomats and media, academic institutions, and non-profit organizations.

Lipner earned a Bachelor of Arts degree in international relations and political science from the University of Toronto, a Master of Arts degree in international relations and American studies from the Hebrew University of Jerusalem, a Master of Science degree in management studies from the Ben-Gurion University of the Negev and Boston University, and a Master in Public Administration degree from the Kennedy School of Government at Harvard University, which he attended as a Wexner-Israel Fellow.
