Qatar: The strange fall guy for the regional counterrevolution2017 •
Qatar-a tiny piece of fabulously wealthy real estate run by an emir as an absolute monarchy, relying even more than most of the other Gulf states on the large-scale exploitation of migrant labour - an icon of revolution in the Middle East? Hardly. Yet that doesn't alter the fact that it is now the fall guy for the regional counterrevolution. It is an unfortunate reality that, in today's Middle East, calling a particular state " reactionary " is mere tautology, and within that context, it is possible for some to push ahead here or there in a slightly more progressive direction than others.
ABSTRACT The relationships between the Muslim Brotherhood (the MB or Ikhwan) and Arab countries of the Persian Gulf have been survived in a very fluctuating way since the mid 1950s. This paper is intended to address the history of the Muslim Brotherhood’s presence in the Gulf Monarchies to better understand the ongoing crisis between Qatar and the Quartet (Saudi Arabia, United Arab Emirates, Bahrain and Egypt). In this regard, the paper will start with the rundown of the recent crisis among the member states of the Gulf Cooperation Council (GCC) and summary of the said countries’ current stance towards the Ikhwan. Then, it will continue with the historical and ideological evolution of the Muslim Brotherhood as well as the reasons behind the expansion of the organization from Egypt towards the Gulf Countries. Subsequently, brief information about the background of the MB’s engagement and/or disengagement with each Gulf state will be provided. Finally, the paper will be ended up by questioning whether the ideology of the MB will survive in the Gulf states or it is doomed to disappear in the region. Qatar is proving to be its own worst enemy in achieving its soft power goals of embedding itself in the international community as a good citizen despite having put crucial blocks in place. Its failure to convincingly follow through on promises to reform its controversial migrant labour system, demonstrate its sincerity in stopping a flow of funds to jihadist organizations, and develop a robust communications strategy that counters legitimate criticism as well as attacks by its detractors has cost it significant reputational damage and diplomatic and political capital.
The Political Economy of Communication
A New Kind of Information Warfare? Cyber-conflict and the Gulf crisis 2010–20172018 •
This article analyses the current Gulf crisis that started in May 2017 by posing the following question. Did an information war unfold or did the crisis events that took place merely illustrate yet another round of propaganda and disinformation contests among Gulf participants and their backers? Accordingly, I will focus on five central themes. First, the theoretical underpinning and key concepts concerning Information Warfare (and related notions like Hacktivism and Cyber War) will be discussed in relation to information space and the media sphere. The second theme explores the historical, strategic, and geopolitical dynamics that led to the crisis and looks closely at the rivalries taking place in the region, with a particular focus on the proxy war between Iran and Saudi Arabia. Against a backdrop of geopolitical tensions and cyber threats, the third theme reviews some of the most notorious cyber attacks that occurred in the Gulf region up until the Trump Presidency. The fourth theme sheds some light on recent manifestations of the Gulf crisis and the anti-Qatar coalition’s modus operandi. Fifthly, Qatar’s response to the crisis will be reviewed and evaluated.
Buried in the Gulf crisis is a major development likely to reshape international relations as well as power dynamics in the Middle East: the coming out of small states capable of punching far above their weight with Qatar and the United Arab Emirates, a driver of the crisis, locked into an epic struggle to rewrite the region’s political map.
