The matter concept has had an extraordinarily complex history, dating back to the earliest days of the sort of reflective thought that came to be called ‘philosophy’. History here, as elsewhere, offers a valuable means of understanding the present, so it is with history that I will be concerned – history necessarily compressed into simplified outline.
This story, like that of Caesar's Gaul, falls readily into three parts. First is the gradual emergence in early Greek thought of a factor indispensable to the discussion of the changing world and the progressive elaboration of that factor (or, more exactly, cluster of factors) as philosophic reflection deepened and divided. Second is the radical shift that occurred in the seventeenth century as the concept of matter took on new meanings, gave its name to the emerging philosophy of materialism and yielded place to a derivative concept, mass, in the fast-developing new science of mechanics. Third is the further transformation of the concept in the twentieth century in the light of the dramatic changes brought about by the three radically new theories in physics: relativity, quantum mechanics, and expanding-universe cosmology, with which that century will always be associated. Matter began to be dematerialized, as it were, as matter and energy were brought into some sort of equivalence, and the imagination-friendly particles of the earlier mechanics yielded way to the ghostly realities of quantum theory that are neither here nor there.

INTRODUCTION
That God created the universe ‘from nothing’ (ex nihilo) has been a distinctive Christian claim almost from the beginning. The phrase is, on the face of it, an odd one: it is as though ‘nothing’ were a sort of ghostly raw material for the divine act of creating. But the ‘ex nihilo’ phrase long ago was accepted as a shorthand way of saying: ‘from no prior materials’. The doctrine itself only gradually took shape over more than a thousand years. In this chapter, I propose to sketch in broad outline some of the main features of that long gestation period. It lends itself readily to a threefold division: creation in the Old Testament; creation ex nihilo in the early Christian Church; creation of ‘all together’ in St Augustine.
CREATION IN THE OLD TESTAMENT
The majestic chapters with which the Bible opens could easily give the impression that cosmogony, the question of cosmic origins, was of major concern from the beginning to the writers of the Old Testament. But this was by no means the case. The two ‘creation’ chapters date from very different periods of Israel's history. Genesis 2, much the older, dates back perhaps as far as the tenth-century-bc Israel of David and Solomon. It deals primarily with the origin of man and woman, and the role of Yahweh in their making. Though Yahweh is said to have already made the heavens and the earth, nothing more is added about cosmic origins.

When the “origin-of-life” issue is debated nowadays, the question most often asked is: How did the first cell originate? What sequence of processes could have given rise to the extraordinary complexity of even the most rudimentary living cell? Once such a cell was in place, the assumption is that metabolism and descent with modification could begin and the Darwinian selection process could get under way, generating over the course of aeons the vast profusion of natural kinds, living and extinct, that we know. But what sort of selection principles, working on what sort of materials, could have sufficed in the first place to build up the kind of intricate structure that even the smallest functioning cell requires? In short, how did the living come from the non-living in the first place?
In earlier centuries, the transition from non-life to life would have seemed unproblematic, indeed entirely commonplace. It would have appeared obvious that living comes from non-living in the world of nature all the time: maggots develop in decaying flesh, tiny worms appear in rotting fruit, and so on. At the lowest levels of living complexity, matter (it seemed) could generate life unaided. Only with the advent of the microscope and finally the experiments of Pasteur was it shown that this kind of spontaneous generation was only apparent: no real transition from non-living to living actually occurred in it. So how did life begin?

The chapters in this volume, written from a wide variety of perspectives, explore the possibility of extending the theme of “fine-tuning” beyond the domain of cosmology, where it first entered into serious discussion in the mid-1970s, to other sciences such as biochemistry and biology. As a prelude to this investigation, it seems worthwhile to explore the theme of fine-tuning itself in some detail, given the ambiguities that still surround it and the vigor of the continuing disagreement as to what its implications are. How did fine-tuning make its way into the cosmological discussion? What precisely did – and does – it amount to? What were – and still are – the responses to it? How is one to evaluate those responses? Achieving a measure of clarity on these issues should make it easier to appreciate the search for fine-tuning or its analogs elsewhere in the sciences.
The infinities of space and time in Newtonian mechanics were not propitious to the formulation of a cosmology, a theory of the cosmic whole, although the notion of gravity gave a hint, at least, as to how material complexity could form. The unification of space and time by Einstein's general theory in a non-Euclidean geometrical framework offered new possibilities, and Hubble's subsequent confirmation of galactic expansion pointed Lemaître to a universe model that would, from a “primeval atom,” expand into the universe we know.

What is not often noted about Bas van Fraassen's distinctive approach to the scientific realism issue is that constructive empiricism, as he defines it, seems to involve a distinctively realist stance in regard to large parts of natural science. This apparent defection from the ranks of his more uncompromisingly anti-realist colleagues raises many questions. Is he really leaning to realism here? If he is, why is this not more widely noted? And, more important, if he is, is he entitled to this shyly realist concession? Does his many-pronged attack on what he sees as the main arguments in support of realism leave him with the wherewithal?

As the seventeenth century progressed, there was a growing realization among those who reflected on the kind of knowledge the new sciences could afford (among them Kepler, Bacon, Descartes, Boyle, Huygens) that hypothesis would have to be conceded a much more significant place in natural philosophy than the earlier ideal of demonstration allowed. Then came the mechanics of Newton's Principia, which seemed to manage quite well without appealing to hypothesis (though much would depend on how exactly terms like “force” and “attraction” were construed). If the science of motion could dispense with causal hypothesis and the attendant uncertainty, why should this not serve as the goal of natural philosophy generally? The apparent absence of causal hypothesis from the highly successful new science of motion went far towards shaping, in different ways, the account of scientific knowledge given by many of the philosophers of the century following, notable among them Berkeley, Hume, Reid, and Kant. This “Newtonian” interlude in the history of the philosophy of science would today be accounted on the whole a byway. The Principia, despite its enormous achievement in shaping subsequent work in mechanics, was from the beginning too idiosyncratic from an epistemic standpoint to serve as model for the natural sciences generally.

AT THE ROOT OF THE GALILEO AFFAIR
In Bertolt Brecht's play, Galileo, an aged cardinal denounces the upstart astronomer from Florence:
I am informed that Signor Galilei transfers mankind from the center of the universe to somewhere on the outskirts. Signor Galilei is therefore an enemy of mankind and must be dealt with as such. Is it conceivable that God would trust this most precious fruit of his labor to a minor frolicking star? Would He have sent His Son to such a place? ... (To Galileo) You have degraded the earth despite the fact that you live by her and receive everything from her. I won't have it! I won't have it! I won't be a nobody on an inconsequential star briefly twirling hither and thither . . . The earth is the center of all things, and I am the center of the earth, and the eye of the Creator is upon me. About me revolve, affixed to their crystal shells, the lesser lights of the stars and the great light of the sun, created to give light on me that God might see me – Man, God's greatest effort, the center of creation: “In the image of God He created him.”
Brecht puts in the mouth of the old cardinal what he himself may well have believed the primary motive to be on the church's side of the “Galileo affair” Certainly, this reading of history has been a common one from the time of the Enlightenment onwards. Why were Galileo's Copernican views met with such hostility on the part of his Church? What could have explained the violent opposition of the Roman authorities to the views of someone who was after all recognized by these same authorities as the leading astronomer in the Italy of his day? Why would they have risked such a clash where the stakes were obviously so high?

It is a commonplace that the natural sciences ‘enlarge’ our world, that they enable us to reach outside the narrow circle of our sense-knowledge to more complex domains of many layers. But it is not so simple to specify in what this enlargement consists. Most would say that we come to know of the existence of myriads of entities of which our ancestors knew nothing. But how exactly do we do that? And how reliable can such knowledge-claims be? Questions like these continue to divide philosophers of science. Conventionally, the main division is said to lie between ‘realists’ and their critics (‘anti-realists’). But there are, notoriously, almost as many realisms as realists. And the critics of realism represent a wide variety of philosophical positions. So boundary-lines shift, and differences that at first sight appeared fundamental vanish as the debate continues. Still, there is in the end a genuine disagreement here, and it concerns the most important philosophical question that can be raised about the significance of the natural sciences: what quality of understanding do they afford of the underlying structures of the world around us?
After a preliminary discussion of the tangle of differences separating realism and anti-realism, I shall argue for a broadly realist answer to this last question, taking care to avoid the overstated versions of realism on which critics have too often focussed, versions that they have in some instances themselves created.

The term ‘classic’ runs a risk that all our terms of approbation face in these inflationary times, the risk, that is, of losing its ability to mark off singular works of human achievement. A “classic” today might be anything from a horse-race to a hairstyle. But it was not always so. There is some debate about the origins of the term (“of the highest class”? “books for class use”?), but it long ago came to designate those works of Greek and Latin literature that for centuries shaped the education of young Western Europeans. These books were held up not only as models of literary accomplishment but also as sources of moral and social wisdom. Though they were composed in ages long past, their resonance was still felt in the present. And so the broader sense developed of a significant literary work of the past that still in one way or another speaks to us today.

Writing in 1921, Norman Campbell answered the question posed in the title of his book What Is Science? with the succinct definition: “Science is the study of those judgements concerning which universal agreement can be obtained”. Two possible objections occurred to him. The first was that “it is notorious that men of science differ among themselves” just as acrimoniously as philosophers and linguists do. He replies:
I do not say that all the propositions of science are universally accepted – nothing is further from my meaning; what I say is that the judgements which science studies and on which its final propositions are based are universally accepted. Difference of opinion enters not with the subject-matter, but with the conclusions that are based on them.
A second objection is that if universal agreement is a necessary condition for the subject matter of science, “a single cantankerous person … could overthrow the whole fabric of science.” His response to this is that such a challenge could come only if the person were lying or suffering from hallucination or sensory defect. After a discussion of these different possibilities, he concludes with some satisfaction:
It is a very remarkable fact that [in such cases] we can always find a test which … enables us to restore universal agreement. It is this fact, which could not be anticipated, which makes science possible, and gives its great importance to the test of universal agreement.
My reason for beginning with Campbell is not to make his view of science a focal point of discussion in this essay.
