CCC (Copyright Clearance Center) can authorize copying of certain non-U.S. works through agreements with rightsholders and licensing organizations in other countries. To obtain permission for a non-US work:

First — Search our database of publications. Many non-U.S. publishers and authors, as well as many non-U.S. collective licensing organizations have their works listed directly within our copyright permission database. Among the works listed in the database, you will find works from Australia, Canada, Denmark, Finland, France, Germany, Hong Kong, Ireland, Italy, Jamaica, Japan, the Netherlands, New Zealand, Norway, South Africa, Spain, Sweden, Switzerland and the United Kingdom.

Second — Through arrangements with national licensing organizations, CCC may authorize reuse of all or substantially all of the works from that country even if not all the works are listed in CCC’s copyright permission database.
