The licensing you attribute to your uploaded content gives you control over how others are able (or, not able) to use it. You can learn more about the different licensing options here
While the aim of attributing a stricter license to your items is to discourage others from downloading it, unfortunately there will always be people out there who may disregard this & attempt to download your content anyways. 
The only way to entirely prevent this is to remove your content from public view & make it private
Below are some other ways to better control who is able to download your content: 
*Note: Original downloading for videos is only available to the member who uploaded it anyway.
Creative Commons license
If a Creative Commons license is applied to your photo, the original image can be downloaded by anyone. Learn how to change your default license.
