Joint Assessment of the Institutional Effectiveness of UNDP
Recognizing that institutional effectiveness is important to both UNDP’s audit and evaluation functions the Directors of IEO and Office of Audit and Investigations (OAI) undertook the Assessment of UNDP’s Institutional Effectiveness jointly using both audit and evaluation methods. The UNDP Evaluation Policy and OAI Charter share the same purpose of supporting UNDP through oversight review of governance risk management practices and institutional learning. This Assessment report encompasses the joint findings and conclusions of the two offices for presentation to the Executive Board in 2017. The objective of this evaluation is to assess the extent to which policy and organizational measures including the associated restructuring process have enhanced or have the potential to enhance UNDP’s ability to deliver higher quality programmes and UNDP’s institutional effectiveness.
Independent Country Programme Evaluation of UNDP Contribution - Kuwait
The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called “Independent Country Programme Evaluations (ICPEs)” to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national effort for achieving development results. The ICPE for Kuwait was conducted in 2017 as the UNDP Kuwait country programme ends in 2018. Results are expected to feed into the development of the new country programme.

The Repertoire of the Practice of the Security Council provides UN Member States UN entities researchers and the general public with a comprehensive reliable objective and readily accessible source of information concerning the evolving practice of the Security Council on constitutional procedural and substantive matters since inception in 1946. The Repertoire covers in particular the Council’s interpretation and application of the UN Charter and its own Provisional Rules of Procedure and features case studies as well as summaries of its official documents.
Assessment of Development Results - Serbia
A decade of regional warfare during the 1990s intervention by the North Atlantic Treaty Organization (NATO) and the authoritarian policies of the Milosevic regime left Serbia socially politically and economically devastated. Serbia became isolated from the international community and the transition brought a number of costs. The assessment is based on an evaluation of current and past programmes and extensive stakeholder consultations. It provides an analysis of the extent to which United Nations Development Programme (UNDP) has positioned itself effectively to identify and respond to national development needs. It also offers an overall assessment of the development results in the areas of post-conflict transition achieved in cooperation with the Government and other development partners.

Assessment of Development Results - Somalia
This report presents the findings of the ADR based on an analysis of relevance effectiveness efficiency and sustainability of UNDP interventions implemented between 2005 and 2010. The ADR also addresses the strategic positioning of UNDP. The evaluation relied on documents interviews with approximately 200 individuals including beneficiaries Somali authorities donors civil society representatives of international organizations and independent observers. The evaluation found that UNDP contribution to development results in Somalia has varied considerably depending on the region where activities were implemented. The report highlights several challenges and shortcomings in programme management. It concludes that despite these challenges UNDP Somalia continued to seize opportunities as they emerged through the peace process and enjoy a privileged relationship with the authorities and donors.
Assessment of Development Results - Somalia (Second Assessment)
This is the second Assessment of Development Results (ADR) conducted by the Independent Evaluation Office of UNDP in 2014 with a view to contributing to the realignment of the ongoing country programme (2011-2015) and the corresponding gender strategy to ensure consistency with: the Somali New Deal Compact the UN Integrated Strategic Framework the UNDP Strategic Plan (2014-2017) and the Gender Equality Strategy (2014-2017). In so doing the ADR will also contribute to the preparation of the new UNDP country programme that will begin in 2017.
