Task/s: Remove bad Commons category (P373) values, if possible replacing them with the sitelink

Code: Available on BitBucket

Function details: The code looks through the commons link constraint for P373 to find cases where the category that P373 is linking to doesn't exist. If the non-existent category contains any files, then the bot skips it so that a human can look into it. Otherwise it either replaces P373 with the sitelink, or removes the P373 value.
